Hire Cannabis Store Manager

Approve, by motion, the hiring of Jacqara Jackson to the position of Cannabis Store Manager effective July 7,
2025.
Background/Discussion
We went to market in late February to fill our new Cannabis Store Manager position. We received 175
applications for the position and interviewed 11 candidates. Following second interviews, a background check,
and leadership assessment, we recommend Jacqara Jackson for this position.
Ms. Jackson holds an Associate's degree in Science for Health Professions and a Bachelor's degree in
Environmental and Earth Science. She has worked for the Detroit Parks and Recreation Department as both a
program manager and outdoor educator. She is a co-founder and property manager at Copperhouse Detroit,
which is a cannabis-themed, short-term rental property. She is also the operations manager at Sozo
Companies, overseeing the cultivation and processing of cannabis. Ms. Jackson is excited to find this position
and join her spouse, who has been working in the upstart of the cannabis industry in Minnesota.
Ms. Jackson will start at step A of pay grade 7E. All pay and benefits will be consistent with city policy.
Financial Impact
This is a budgeted position based on the Cannabis Business Plan approved on February 3, 2025.
