Water Tower - National Register Nomination
Water Tower Plan Timeline: • August 26, 2008 — City Staff requested one year (Sept 2008 — Sept 2009) to raise money to preserve water tower from the Utility Commission • January 27, 2009 — City staff contacted Jack, KLM Engineering to determine costs for preserving water tower and was informed that it could cost up to $128,000 because of lead based paint but to evaluate and determine the structural integrity, it would cost approximately $2,800 • February 24, 2009 — Utilities Commission made recommendation to go out for bids for a structural integrity test • March 10, 2009 — Quotes received and decision as to who receives bid to be decided at April meeting • April 14, 2009 — Utilities Commission will recommend firm to be hired to conduct structural integrity test • Tests will begin sometime in April or May • Once results are received the Utility Commission will decide whether or not the structure is sound • If the structure is found to be sound, the HPC will need to start aggressively fundraising. Prior to the tests coming back, the HPC should begin educating the public about the history of the water tower and the significance of historic structures. The Elk River Star News has been asked for assistance and is more than willing to write an article about the history of the water tower. Streets N.W. Constructed in 1920, if was manufactured by Minneapolis Steel & Machinery Company. A 2008 evaluation of the property recommendedthat it is eligible for the NRHP under Criterion C. It embodies the distinctive characteristics of an all -steel tower from the early 20th-century. 1.1 Scope The nomination will further evaluate the historical significance of the Water Tower and will include: 1. Development of additional contextual information about early 20th-century water tower design and municipal water supply development. 2. Development of a detailed description and integrity statement and discussion of the building's significance under Criterion A and C. 3. Completion of all photography requirements as specified by the National Park Service. 4. Preparation of a final nomination that includes description and significance narratives and all other components of the National Register nomination form. 5. Coordination of the project with City of Elk River and the State Historic Preservation Office (SHPO). 2.0 Consultant Qualifications The principals of Landscape Research LLC have extensive experience with all aspects of local and National Register of Historic Places (NRHP) designation. We have successfully completed National Register nominations or determinations of eligibility for many types of industrial, institutional, commercial and residential properties as well as historic landscapes. We will coordinate all the project with the State -Historic, Preservation Office and meet their requirements as- well as those of the National Park Service. Our pre}vious, cultural resources experience in Elk River includes a city-wide historic contexts study and Phase II evaluation of the downtown commercial area (2002). 3.0 Project Team Carole Zellie is an architectural historian and urban planner. Constructed in 1920, it was manufactured by Minneapolis Steel & Machinery Company. A 2008 evaluation of the property recommended that it is eligible for the NRHP under Criterion C. It embodies the distinctive characteristics of an all -steel tower from the early 20th-century. 1.1 Scope The nomination will further evaluate the historical significance of the Water Tower and will include: 1. Development of additional contextual information about early 20th-century water tower design and municipal water supply development. 2. Development of a detailed description and integrity statement and discussion of the building's significance under Criterion A and C. 3. Completion of all photography requirements as specified by the National Park Service. 4. Preparation of a final nomination that includes description and significance narratives and all other components of the National Register nomination form. 5. Coordination of the project with City of Elk River and the State Historic Preservation Office (SHPO). 2.0 Consultant Qualifications The principals of Landscape Research LLC have extensive experience with all aspects of local. and National Register of Historic Places (NRHP) designation. We have successfully completed National Register nominations or determinations of eligibility for many types of industrial, institutional, commercial and residential properties as well as historic landscapes. We will coordinate all the project with the State Historic Preservation Office and meet their requirements as well as those of the National Park Service. Our previous cultural resources experience in Elk River includes a city-wide historic contexts study and Phase II evaluation of the downtown commercial area (2002). 3.0 Project Team Carole Zellie is an architectural historian and urban planner. She founded Landscape Research in 1976 and has served as project manager for many of the firm's projects for development, architecture, planning, transportation and engineering clients. Carole holds undergraduate degrees in architecture and art history and an M.A. in architectural history from the University of Minnesota. Regarding the water tower, our office has already determined it to be eligible for listing in the National Register of Historic Places. A next step could be to apply for a "Fast Track" Legacy grant to have a consultant prepare the National Register nomination form. It will probably cost around $5,000+ to hire a consultant, and the Fast Track grants allow you to apply for up to $7,000. Details on the Legacy grants are on the handout I had at the meeting. Through discussions with dozens of stakeholders, audience research efforts and analysis of current agriculture education efforts, several key points have come forward : o There is a strong need and desire to connect people with Agriculture Farming, Food and the people who makeup the Agricultural Communities. o Now, more than ever, everyday Minnesotans are not aware of the importance of agriculture to our state's economy and history or to their own daily lives. o The success of agriculture and farming is critical to the success of Minnesota. • The goals of the MHS's efforts in revitalizing the Kelley Farm are aimed at creating a flexible platform for presenting past, current and future agriculture issues, connecting people with the food that they eat, and forging partnerships between people involved in agriculture and the public that uses it. • Remodeled facilities will allow the Society to build on the current 26,000 visitors using the Kelley Fann, reaching new audiences and building the needed partnerships for the 2 1 " century. • The MHS has made a $9.857 capital budget request to the Governor and the MN legislature for the upcoming 2010 session. o This request represents the opportunity to create a lasting place, within a few miles of the majority of the state's population that can and will be the place for Minnesotans to learn about farming for generations to come.
