A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION REQUESTING A VARIANCE FOR HIGHLAND ROAD
FROM MINNESOTA RULES 8820.9936 GEOMETRIC DESIGN
STANDARDS, URBAN; NEW OR RECONSTRUCTION PROJECTS
WHEREAS, The City of Elk River has determined that Highland Road (Route 137)
should be reconstructed between Proctor Avenue and Jackson Road; and
WHEREAS, the existing road is constructed within the platted right-of-way and for a
curve east of the intersection with 192nd Avenue Northwest meets a design
speed standard of 25 mph; and
WHEREAS, Minnesota Rules 8820.9936 Geometric Design Standards, Urban; New and
Reconstructed Projects establishes a minimum design speed standard of 30
mph; and
WHEREAS, reconstructing Highland Road to meet the design standard through the curve
in question would produce a hardship for the adjacent property owners:
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Elk
River, Minnesota:
1. The City of Elk River requests a variance to the cited design speed standard to allow
the construction of Highland Road with a curve meeting a design speed of 25 mph
