A Resolution of the City Council of the City of Elk River Appointing an Interim
Deputy Clerk
WHEREAS, By statute, cities are required to have a Council -appointed city clerk.
WHEREAS, The city clerk is the keeper of the city seal, responsible for official city
records, elections, and City Council administrative support. The clerk or appointed
deputy clerk is a signatory to official city documents.
WHEREAS, With the retirement of City Clerk Tina Allard effective December 31,
2025, the staff have been recruiting and interviewing candidates for our next city
clerk. In the interim, our deputy clerk can attest to the execution of official
documents. Unfortunately, for an indeterminate period, our deputy clerk will be out
of the office.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota, as follows: To fulfill the official aspects of the city clerk, staff requests
you appoint City Administrator Portner as the Interim Deputy Clerk until the return
of the deputy clerk or the onboarding of a new city clerk.
