1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation
Commission was called to order at 6:34 p.m. by Vice Chair Paige.
2. Consider July 13, 2005 Parks & Recreation Commission Agenda

3. Consider Minutes of June 8, 2005 Parks & Recreation Commission Meeting
MOVED BY COMMISSIONER NYSTROM AND SECONDED BY
COMMISSIONER NIZIOLEK TO APPROVE THE JUNE 8, 2005 PARKS AND
RECREATION COMMISSION MEETING MINUTES. MOTION CARRIED 4-0
4. Parks & Recreation Commissioner to Attend July 18, 2005 City Council Meeting and July 26,
2005 Planning Commission Meetings
4.1. July 18, 2005 City Council Meeting
Commissioner Anderson will attend the July 18, 2005 City Council Meeting.
4.2. July 26, 2005 Planning Commission Meeting
Commissioner Peterson will attend the July 26, 2005 Planning Commission Meeting.
4.5. Open Mike
Tyler Stevens, Boy Scout from Troop 90 presented his Eagle project for approval. He
would construct 10-15 bat houses and scatter them around the marshy and grassy areas in
Woodland Trails Park to help decrease the population of flying insects for trail users. Tyler
will build 3-chamber houses that fit up to 100 bats; the house will be attached to a ten-foot
high metal post.

INSTALLATION OF BAT HOUSES AT WOODLAND TRAILS PARK. MOTION
CARRIED 4-0
Brita Lofgren and Caitlin Holgreen, co-chairs of Wheels to Shoes Race to Mobility presented
information about the race held on July 9, 2005 at Woodland Trails Park. This was their
third year with 100 participants and they raised $1,200.00, which will go to the Courage
Center to help purchase hand cycles. They would like to hold the event on July 8, 2006.
5.Land Use Items
5.a Request for Administrative Subdivision (Goetz/Gilbert)
Chris Leeseburg, Planner/Parks Planner shared information regarding a request for an
Administrative Subdivision to create one new lot. The site is not large enough for land
dedication and is outside of any park target area. Staff therefore suggests that cash for one
lot be collected for park dedication.

5.b Request for a Preliminary Plat –Kingdom Estates 2

Chris Leeseburg, Planner/Parks Planner shared information regarding preliminary plat of
Kingdom Estates 2. Staff would like a recommendation from the Commission regarding

park dedication.
Commissioner Nystrom asked what the county ditch easements are in the area. Stating this
may be a good starting point of a future trail system. Would like to consider 33 feet from
the centerline of the ditch on each side.
Chris Leeseburg, Planner/Parks Planner shared data from the NRI so that the commission
could see how this plat fits into it.
Commissioner Paige stated he likes the idea of establishing ditches as potential future trails,
even though constructability may be an issue.
Commissioner Anderson stated that there might not be much opportunity for a park on this
plat due to lot sizes. Homeowners tend to install their own play structures when lots are 2.5
acres and are served better by regional or community parks.
MOVED BY COMMISSIONER NYSTROM TO RECOMMEND A 50-FOOT
EASEMENT FROM THE CENTER LINE OF THE DITCH FOR FUTURE
TRAILS OR OTHER NATURAL TRAIL CORRIDOR CONNECTIONS.
Director of Parks and Recreation, Bill Maertz made of point of clarification that instead of
an easement they would take park dedication, whatever amount of acreage it would be
required to get a trail width adjacent to the creek with this plat.

Commissioner Anderson asked if Mr. Maertz meant fee title versus easement.
Mr. Maertz stated to take as much required land as needed and the rest in cash dedication.
Staff could ask the developer to redraw the plat to show land needed and new easements.
Commissioner Niziolek wanted to clarify the dotted lines on the plat map as the wet zones
and asked if it is possible to ask the developer to designate everything outside the “wet
zone” as a conservation easement to be able to do a future trail.
Commissioner Anderson asked if there was a “conservation easement” who would own it;
the individual lot owners/homeowners association or city and stated that there should be a
fall back plan.
Commissioner Nystrom withdraws first motion.
MOVED BY COMMISSIONER ANDERSON AND SECONDED BY
COMMISSIONER NYSTROM TO RECOMMEND OBTAINING EASEMENT
RIGHT OF WAY ALONG CREEK WITHOUT USING PARK DEDICATION
FUND AND LOOK AT USING PARK DEDICATION TO ACQUIRE LAND FOR
TRAIL WITH 50 FEET FROM CENTERLINE OF DITCH AREA. WEST LINE
WOULD BE 33 FEET OF LOT 7 AND NORTH OF LOT 7. MOTION CARRIED

5.c. Request by City of Elk River for the Preliminary Plat of Northstar Business Park
Chris Leeseburg, Planner/Parks Planner shared information regarding preliminary plat of
Northstar Business Park for park dedication. Staff recommends cash dedication for
approximately 32-acres of platted land.
Commissioner Nystrom asked what the extent of property on the northeast corner was.
Mr. Leeseburg stated it is a drainage pond.
Commissioner Niziolek asked if the 33 feet outside the wet zone, on the west side and to the
grade be “No-touch” zone.

ANDERSON TO SEEK TRAIL EASEMENT 33 FEET EAST OF WET LAND TO
RAILROAD PROPERTY AND TO THE NORTH AND SOUTH PROPERTY
LINES AND CASH DEDICATION. MOTION CARRIED 4-0
5.d. Request for a Preliminary Plat – Pinewood Estates 2 Addition

Chris Leeseburg, Planner/Parks Planner shared information regarding preliminary plat of
Pinewood Estates 2nd. Staff recommends cash dedication.
Commissioner Anderson discussed that this area could have a trail system that eventually
linked to the St. Cloud trail system and would like to know where the right away is.
Commissioner Niziolek stated that this is a significant trail system and they should make it
happen.

Commissioner Nystrom discussed that County Road 30 will probably be widened and not
conducive to a trail unless there is more of an easement.
MOVED BY COMMISSIONER NYSTROM FOR CASH DEDICATION; 10 FOOT
EASEMENT ON SOUTH SIDE OF DEVELOPMENT, NORTH SIDE OF
COUNTY ROAD 30; ADDITIONAL 30 FOOT OPENING AT THE CUL-DE-SAC
OF STREET “B” AND LAND BY OUT LOT C. MOTION CARRIED 4-0
Commissioner Niziolek moved to make an amendment and add a trail going north towards
existing park to the north side of development.

NIZIOLEK FOR A SIDEWALK FROM 183 TO 182 ON THE WEST SIDE OF

WACO STREET TO THE NORTHERN PART OF THE PLAT. MOTION

6. Roberts Rules of Order
Director of Parks and Recreation, Bill Maertz shared several articles about Roberts Rules of
Order.
7. Adjournment
There being no further business, the meeting adjourned at 7:54 pm, Commissioners
proceeded to potential park site tour in East Elk River.
