09-06-1988 PR MIN . . . MEETING OF THE ELK RIVER RECREATION BOARD HELD AT THE ELK RIVER CITY HALL SEPTEMBER 6, 1988 MEMBERS PRESENT: Mike O'Brien, Chair; Byron Houghtelin; Todd Mixer Clete Lipetzky; Dave Anderson (7:30 p.m.); Rolfe Anderson (7:30 p.m.); Marilyn VanPatten (7:45 p.m.) MEMBERS ABSENT: None OTHERS PRESENT: Phil Hals, Street/Park Superintendent; Pat Klaers, City Administrator ------------------------------------------------------------------------------ Prior to the regularly scheduled 9/6/88 Recreation Board meeting at City Hall, a tour was taken of various City neighborhood parks. Mike, Byron, Todd, Clete, Phil, and Pat participated in this tour. The tour consisted of visiting Ridgewood East Park, the Salk Athletic Area, Orono Park, Moldenhauer Park, and Lion Park. During the tour, it was noted that: 1. The Ridgewood East Park is anticipated to have a one-half basketball court installed along with a volleyball play area. The park currently has playground equipment that was recently purchased and installed and a sliding hill. 2. The Salk Athletic area consists of mainly open fields for soccer activity and is the location for youth baseball games. 3. Orono Park needs to have the softball field reseeded and a boat dock will be installed in 1989. 4. Moldenhauer Park is currently being prepared for seed and future plans call for the installation of playground equipment, a one-half basketball court, and a volleyball area. 5. Lion's Park currently has a shelter under construction, plans for skating rinks and plans for the completion of the sliding hill. Consideration of 9/6/88 Recreation Board Agenda It was the consensus of the Recreation Board that the agenda was acceptable as presented. 3. Consideration of 8/2/88 Recreation Board Minutes BOARD MEMBER BYRON HOUGHTELIN MOVED TO APPROVE THE 8/2/88 RECREATION BOARD MINUTES AS SUBMITTED. THE MOTION WAS SECONDED BY BOARD MlMBER TODD MIXER. THE MOTION CARRIED 5-0. Page 2 . Elk River Recreation Board Minutes September 6. 1988 4. Public Mike There was nobody present for this item. 5. City Council Action Update 5.1. Softball Complex Lighting Proposal The City Administrator informed the Recreation Board that the City Council. after a lengthy debate. approved the purchase of softball lights at the four field softball complex. The proposal approved by the City Council calls for the City to purchase and install the lights and have the softball organization pay the City $10.500.00 per year. until all of the expenses incurred for the softball lighting system has been repaid to the City. Additionally. the softball organization will pay the City $125.00 per team for any team in excess of 45 to help finance the field maintenance expenses associated with softball activity. 5.2. Handke Pit Warming House . The City Administrator noted that no funds are being included within the 1989 City budget for the construction of a warming house at the Handke Pit. Accordingly. it is unlikely that such a warming house will be financed with City funds before the 1989/90 winter season. 5.3. Cross Country Skiing Proposal The City Administrator informed the Recreation Board that discussions have taken place with the Golf Course Board of Directors about the possibility of developing a cross country skiing course. jointly on the golf course property and the City's Woodland Trails park property. It appears that such a proposal is acceptable to both the City and the golf course and the City Council will be considering the purchase of cross country skiing trail grooming equipment for approximately $7.000.00 at a future City Council meeting. The golf course parking lot would be maintained by the City in order to provide access to the trails. 5.4. Hillside Park Ground Water Testing The City Administrator informed the Recreation Board that the City Council had authorized the City landfill consultants to conduct testing around Hillside Park in the area where the former City dump site was located. This testing was requested in order to analyze the water quality in the area to determine if any contaminants exist. This is being done as a protective measure in the event that future residential development takes place around this park. . 5.5. County property south of Hillside Park The City planning south of pursuing Park. Administrator informed the Recreation Board that the County is to sell its landlocked 20 acres of property that lies directly Hillside Park. The Recreation Board expressed no interest in the purchase of this property for an addition to Hillside Page 3 . Elk River Recreation Board Minutes September 6. 1988 6. 1989 Park and Recreation Budgets The City Administrator briefly reviewed the proposed 1989 Park and Recreation Budgets. the status of the Park Dedication fund and miscellaneous budget items that relate to park and recreation activities. Because of a variety of reasons including: 1.)a lack of information on park and recreation revenue that is generated. 2.)the changing of the structure of the park and recreation budget that makes comparisons to past year actual expenses difficult. and 3.)a lack of history on revenue and expenses in the Park Dedication Fund. the Recreation Board as a whole expressed confusion over the financial information presented. The Recreation Board requested additional financial information from the Finance Department on the history of revenues and expenditures in the Park Dedication Fund and some financial information that is easier to understand relative to revenues and expenditures. It was suggested that pie chart diagrams may assist in the understanding of funding for Park and Recreation activities. In discussing the the City parks. per residential Currently. the availability of monies to assist in the development of the amount of park dedication fees that were received lot developed in the community was discussed. BYRON HOUGHTELIN MOVED TO RECOMMEND TO THE CITY COUNCIL DEDICATION FEES INCREASE TO $300.00 PER LOT DEVELOPED BOARD MEMBER MIKE O'BRIEN SECONDED THE MOTION. Discussion took place on what fees are collected in comparable communities and the lack of information available on recent park dedication expenditures. It was the consensus of the Recreation Board that it was more appropriate to do additional research in this area prior to taking action on the above motion. The Board felt more comforable if such a motion would be made at the next Recreation meeting after additional information can be reviewed. THE BOARD MEMBER, BYRON HOUGHTELIN. WHO MADE THE MOTION. AND THE BOARD MEMBER, MIKE O'BRIEN, WHO SECONDED THE MOTION. BOTH AGREED TO WITHDRAW THEIR ABOVE STATED MOTION. Street/Park Superintendent. Phil Hals. handed out some examples of expenditures that park dedication funds could be applied towards. This list included the one-half basketball courts at Ridgewood East Park. Orono Park. and Moldenhauer Park at $1.500.00 each. Additionally. playground equipment is an eligible activity and it is possible that Lion's park ($10.000.00). Moldenhauer Park ($5.000). and Anda Park ($5.000.00) will receive some playground equipment in 1989. Such a purchase would have to be recommended by the Recreation Board and approved by the City Council. . 7. Community Education Department Update As Community Education Director. Charlie Blesener. was not present for this meeting. this agenda item was tabled. Marilyn VanPatten and Rolfe Anderson left at 9:00 p.m. . . . Page 4 Elk River Recreation Board Minutes September 6. 1988 8. City Park and Recreation Update Phil Ha1s. Street/Park Superintendent. provided the Recreation Board with the following updates: 1. Work would begin on the beautification on the old railroad depot site in the very near future. 2. It is anticipated that the railroad will respond within 6-8 weeks to the City proposal for the purchase of the abandon railroad bed. 3. That hockey boards are anticipated to be installed at Lion's Park. prior to the upcoming skating season and these boards will be financed and installed by the Lion's Club. 4. It is anticipated that the sliding hill at Lion's Park will also be completed prior to the upcoming winter season. The Recreation Board discussed the need and possible addition of bicycle lanes on some of the more heavily traveled roads in Elk River. An example that was discussed was the possibility of a bicycle lane on Main Street and Jackson Avenue in order to facilitate the safe movement of bicycles on these heavily traveled city streets. Where feasible. the Recreation Board strongly suggested the marking of a bicycle lane on city streets. 9. Comprehensive Park and Recreation Plan and Discussion on Recent Park Tour No discussion took place on this agenda item. 10. Discussion on October Recreation Board Agenda It was the consensus of the Recreation Board that the October Recreation Board meeting would consist of a comprehensive tour of the Woodland Trails Park. This meeting date was changed from its regularly scheduled date of October 4. 1988. to October 11. 1988. The tour is to begin at approximately 6:00 p.m. and Board Members are requested to meet at the golf course parking lot. The Recreation Board also reviewed the possible future agenda's until the summer of 1989. as presented in the 8/31/88 Recreation Board agenda memo. The tentative agenda's meet with the approval of the Recreation Board. 11. Other Business 11.1. Discussion on Recreation Program Supervisors This item was not discussed. . . .
