MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION
HELD AT THE ELK RIVER CITY HALL CONFERENCE ROOM
WEDNESDAY, JUNE 7, 1989
Members Present: Vice Chair, Dave Anderson, C1ete Lipetzky, Todd Mixer,

1. Pursuant to due call and notice thereof, the meeting of the Elk River
Park and Recreation Commission was called to order at 7:15 p.m. by Vice
Chair Anderson.
2. Consider 6/7/89 Park and Recreation Commission Agenda
It was the consensus of the Park and Recreation Commission that the
agenda was acceptable as presented.

Consider 5/3/89 Recreation Board Minutes
It was the consensus of the Park and Recreation Commission that with the
addition of Marilyn VanPatten to the list of members present, the minutes
were acceptable.

disagreement was that the Commission did not think it was
to limit the number of boats on the lake or limit the
trailer parking spaces.
The result of the discussion is that the Commission would like City
Staff to start the process for developing an ordinance similar to
the one presented, excluding the boat and parking limits. This
ordinance should of course comply with existing State and Local laws
and be developed according to City rules governing such ordinances
including any public hearings if necessary. The hope would be to
have this ordinance, along with proper signage, in effect by the
1990 boating season.
Tom Tyler also addressed this issue relating some of Big Lake's
experiences. He said that Big Lake's ordinance has brought in more
frequent Sherburne County Water Patrol because they now have strict
rules to enforce when patro1ing.

the official arts group in Elk River. This endorsement is necessary
to complete an application for matching funds through the Regional
Arts Council to the NEA. Cliff intends to address the City Council
on June 19th. to get monetary support for this association.
After some discussion. the Elk River Park and Recreation Commission
expressed their support for the formation of this association and
commended their efforts to develop the arts in the Elk River areas.
CLETE LIPETZKY MOVED TO RECOMMEND THAT THE CITY OF ELK RIVER
DESIGNATE THE ELK RIVER COMMUNITY THEATER AS THE OFFICIAL ARTS
ORGANIZATION OF THE CITY OF ELK RIVER. BARB NORTHWAY SECONDED THE
MOTION. THE MOTION PASSED 5-0.

Review Master Park Plan Proposals
This discussion was limited to extending invitations to all four
companies who replied to our request including Dahlgren. Shardlow and
Uban. Inc. who did not submit a proposal. to be interviewed at 7:30.

Dave Anderson reported that the Softball Association had received no
further complaints from homeowners regarding softball lighting. Most
games are finishing close to 10:30 p.m. with an occasional single game
finishing as late as 10:50 p.m.
