08-02-1989 PR MIN . . . MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL WEDNESDAY. AUGUST 2. 1989 MEMBERS PRESENT: Chair Mike O'Brien. Dave Anderson. Byron Houghtelin. Todd Mixer. Rolfe Anderson. and Marilyn VanPatten MEMBERS ABSENT: Clete Lipetzky and Barb Northway ALSO PRESENT: Patrick Klaers. City Administrator; Phil Hals. Street/ Park Superintendent 1. Pursuant to due call and notice thereof. the meeting of the Elk River Park and Recreation Commission was called to order at 7:00 p.m. by Chair O'Brien. 2. Consideration of the 8/2/89 Park and Recreation Commission Agenda lOLl! ANDERSON MOVED '1'0 APPROVE THE 8/2/89 PARK AND RECREATION COMMISSION AGENDA AS PRESENTED. DAVE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 5-0. 3. Consideration of 7/19/89 Park and Recreation Commission Minutes BYRON HOUGHTELIN MOVED COMMISSION MINUTES AS THE MOTION CARRIED 5-0. TO APPROVE THE 7/19/89 PARK AND RECREATION SUBMITTED. ROLFE ANDERSON SECONDED THE MOTION. 4. Open Mike There was no citizens present for this agenda item. 5. Consideration of Parks Master Plan Consulting Firm The City Administrator provided the Commission with an update on the City Council preliminary budget discussion for 1990 expenditures. The Administrator indicated that the City Council concern was that the consulting expenses for a Parks Master Plan. Parks and Recreation survey. and two park focus area studies not exceed $20.000. This amount of money will be financed over two budgeting years with $6.000 already allocated in the approved 1989 budget and $14.000 being added to the proposed 1990 budget. The City Administrator updated the Commission on the results of reference checks on the two finalist consulting firms. The reference checks on both firms were excellent. In general terms. the communities liked Mr. Sanders personalized and informal approach. while the Dahlgren. Sharlow and Uban firm was much larger and had a wide range of resources to fall back on for park related work. The reference checks also indicated fewer financial concerns with the Sanders firm than the Dahlgren firm. A general discussion took place as to the pros and cons of the two finalist consulting firms. It was the general consensus that the Sanders firm would give the Commission its best product within a limited budget. Page 2 Park and Recreation Commission Minutes August 2. 1989 . MAlULYN VANPATTEN MOVED TO RECOMMEND TO THE CITY COUNCIL THE HIRING OF MR. WILLIAM SANDERS OF SANDERS AND ASSOCIATES. INC. FOR THE COMPLETION OF AN ELK RIVER PARKS MASTER PLAN. PARK AND RECREATION SURVEY. AND TWO FOCUS AREA PARK STUDIES. BYRON HOUGHTELIN SECONDED THE MOTION. THE MOTION CARRIED 6-0. 6. Park Dedication Fees Review The Commission reviewed a 6/27/89 memo from the Building and Zoning Administrator. Stephen Rohlf. regarding Planning Commission discussion on park dedication fees for commercial and industrial development. The memo from Stephen included park dedication comparisons from other communities where park dedication fees are obtained for commercial and industrial development. The recommendation from the Planning Commission was that these fees should be obtained on a per unit bases with one acre being designated as a unit and that the charge should be $2.000 per unit. The Park and Recreation Commission concurred with the need to collect this fee based on the spin-off demands in the Park and Recreation area that is caused by commercial and industrial development. . BYRON HOUGHTELIN MOVED TO RECOMMEND TO THE CITY COUNCIL APPROV AI. OF THE $2.000 PER UNIT (1 ACRE) PARK DEDICATION FEE FOR NEW COMMERCIAL AND INDUSTRIAL DEVELOPMENTS AND FURTHER THAT THE CITY COUNCIL BE ADVISED or THE PARK AND RECREATION COMMI SSION CONCERNS OF ABOUT OBTAINING FEES ON PROPERTIES ALREADY SUBDIVIDED WHICH TO NOT YET HAVE DEVELOPMENT. MARILYN VANPATTEN SECONDED THE MOTION. THE MOTION CARRIED 6-0. 7. Staff Updates The City Administrator provided the Commission with a brief review of the proposed 1990 Parks Budget and Recreation Budget. In general terms. both budgets are proposed to increase. The most significant increase in the Recreation Budget relates to the fee for the Park Master Plan Consultant and for the Senior Citizen Coordinator within the Community Education budget. The most significant increase in the Parks Budget was the allocation of $10.000 for Capital improvements which have not been identified at this time. The Administrator indicated that funds are planned to be placed in this category. as there are typically projects that are desired which are not even known when the budget is approved. Street/Park Superintendent. Philip Rals. reviewed with the Commission the current expenditures that have taken place at the softball complex including staff time and operating expenses. 8. Other Business . Chairman O'Brien questioned whether or not there was a need for a dock at the Lion's Park pond considering the new publicity regarding fish being caught in the pond. It was the general consensus of the staff and Commission that such a dock was not needed. . . . Page 3 Park and Recreation Commission Minutes August 2. 1989 -------------------------------------- Dave Anderson updated the Commission on the soon to be installed softball lighting shields. Mr. Anderson also discussed with the Commission potential city liability as related to the existing bases in the softball complex. Dave requested that the Commission. staff. and Council consider removal of these "frozen" bases and the purchase of new bases next season which would reduce the risk of injury. 9. Adjournment MARILYN VANPATTEN MOVED TO ADJOURN THE 8/2/89 PARKS AND RECREATION COMMISSION MEETING. DAVE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 6-0.
