MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION
HELD AT ELK RIVER CITY HALL

Pursuant to call and notice thereof, the meeting of the Elk River
Park and Recreation Commission was called to order at 7:00 p.m. by
Chair O'Brien.

5.
Discussion on Parks Master Plan
Mr. Bill Sanders, Park Consultant, introduced an employee from his
firm, Sanders and Associates, Mr. Paul Paige to the Park and
Recreation Commission meeting. Mr. Sanders indicated that
representatives from Decision Resources, who would be conducting the
citizen survey for Elk River, had a conflict and could not attend
this meeting. Bill indicated that he would compile the information
that he receives tonight from the Park and Recreation Commission and
forward this material to representatives of Decision Resources.
Decision Resources would then formulate the issues into appropriate
questions, distribute the questions prior to the next meeting, and
would be present at the 11/1/89 meeting to review the survey
questions.
At this time, Mr. Sanders distributed two additional surveys that
were conducted by Decision Resources Inc. These two surveys were
from the communities of Maple Grove and Vadnais Heights. Mr. Sanders

indicated that these two surveys were more expensive than the
previous one reviewed by the Park and Recreation Commission from the
City of Little Canada.
It was the opinion of the Park and Recreation Commission that the
survey from Little Canada provided enough information to fulfill the
needs in Elk River and that the format and issues addressed fell in
line with the type of information the Commission desires to receive
from the community. The proposed survey includes approximately 60
question units, costs approximately $5,400, is conducted by way of a
telephone survey and has a sample of 400 households. Each additional
question unit, which may include more than one question, could be
added for approximately $90 each.

At this time, prior to reviewing survey questions, Mr. Sanders gave a
general update on the activities that he has been working on since
the last Park and Recreation Commission meeting on September 6,
1989. Bill reviewed some of the information that was included within
the Park and Recreation Commission agenda packet which discussed the
existing conditions within the city open space areas. Mr. Sanders
desired to get feedback from the Commission on any error or omissions
in the layouts of the open space areas as they are planned to be
incorporated into the Parks Master Plan document. Bill also
requested additional input regarding the history of Park and
Recreation within the community of Elk River.
Mr. Sanders indicated that he is completed Task #1 of the program for
developing the Parks Master Plan. Task #1 included the review and
collection of data relating to existing community parks and open
space areas. Additionally, Mr. Sanders indicated that Task #2, which
related to the inventory of information and analysis of the existing
conditions, was approximately 80% completed. Furthermore, the firm
as also started preliminary work on the actual Parks Master Plan. In
this regard, it was noted that all of the parks have been identified
and inventoried; 16 different park service areas have been identified
within Elk River and delineated on the city map; the review of
existing conditions within each park or open space has been conducted
(material distributed with the agenda packet); and the firm is
currently beginning work on development of the trail system and where
this trail system should run throughout the communities so that it
can link various community open spaces.
The City Administrator indicated that air photo and topographical
maps have been ordered for the two larger community parks - Woodland
Trails Park and Hillside Park. The material will be of great
importance when Mr. Sanders begins development of his two focus area
studies.

At this time, the Park and Recreation Commission reviewed the Little
Canada survey as it would pertain to the City of Elk River. The
Commission reviewed the survey page by page with Mr. Sanders and
indicated which questions from this survey were appropriate, which
questions needed to be revised, which questions could be eliminated,
and also provided additional issues to be included within the

survey. Some of the additional issues which the group requested to
be included in the survey related to the need and financing of a
community center and obtaining feedback as to whether or not the
citizens understand the school/city relationship regarding park and
recreation activities. It was the consensus of the Commission that
the City of Elk River survey should very closely follow the Little
Canada survey.
6.
Staff Updates
a. Community Education Director, Charlie Blesener, briefly
reviewed upcoming winter programs that will be offered and
discussed winter skating activities.
b. Phil Hals, Street/Park Superintendent, reviewed with the
Commission activities planned for Lion's Park prior to winter
and during the winter season.
c. Pat Klaers, City Administrator, reviewed with the Commission
the proposed parks budget and recreation budget that would be
included within the 1990 City General Fund budget that requires
City Council approval.
