Call Meetin~ to Order . Pursuant to due call and notice thereof, the meeting of the Elk River Park & Recreation Commission was called to order at 7:00 p.m. by Chair O'Brien. 2. Consider 11/1/89 P~Rk apd Recreatiop Commissio~ Minutes DAVE ANDERSON MOVED TO APPROVE THE 11/1/89 PARK AND COMMISSION MINUTES. BYRON HOUGHTELIN SECONDED THE MOTION. CARRIED 5-0. RECREATION THE MOT ION 4 . Qpel.L.Ml ke Rolland Ring-Jarvi and Mike Niziolek were present to discuss the newly incorporated Elk River ski club. Rolland indicated that this ski club has been formed and that the ski club has the appropriate insurance to cover its members while skiing on private property and developing and maintaining cross country ski trails on private property. It was indicated that there are State funds available to help finance the cost related to grooming of cross country ski trails and that the newly incorporated club can apply for these funds. It was requested that the City improve its cross country ski trail grooming equipment and provide . Park and Recreation Commission Minutes January 3, 1990 Page 2 . additional signage at the trails that have been developed in Woodland Trails Park and the Elk River Country Club. It was indicated by Phil Hals that the cost to improve the grooming equipment would be approximately $1,000 for material plus the maintenance crew labor. An additional $300 would be needed for the signs. DAVE ANDERSON MOVED TO RECOMMEND TO THE CITY COUNCIL THE SPENDING OF APPROXIMATELY $1300 FOR MATERIALS FOR IMPROVING THE CROSS COUNTRY SKI TRAILS GROOMING EQUIPMENT AND FOR THE INSTALLATION OF TRAIL SIGNS WHICH WOULD BE FINANCED OUT OF THE PARKS CAPITAL OUTLAY PROJECTS BUDGET CATEGORY. TODD MIXER SECONDED THE MOTION. THE MOTION CARRIED 6-0. 5. Community Survey Result~ . Bill Morris and Diane Traxler of Decision Resources, Inc., presented the results of the Community Survey that was recently conducted. This Communi ty Survey concentrated on park and recreational needs but also included other City issues. Bill and Diane reviewed each response to all 158 questions. The Park and Recreation Commission was cautioned to not simply take the statistical response (by percentage) to various issues and draw conclusions from these figures. It was noted that these figures need to be compared to other communities in order to draw some valid conclusions about the make up and composition and desires of Elk River residents. A more formal and complete presentation is planned to be made on February 5, 1990 to the City Council and the Park and Recreation Commission was encouraged to attend this meeting. A copy of the survey and percentage responses to each question is attached to these minutes. Decision Resources, Inc. contacted 402 households to participate in this survey and had a refusal rate of 3.2. Over 10% of Elk River households were surveyed. In general terms, the survey verified some of the issues which the Park and Recreation Commission believed needed to be addressed. Some of the issues of high importance to the community include a desire for more trails within the community and more neighborhood parks of the three to five acre variety. Additionally, there was a lot of participation in the youth recreation programs and there is a demand for more open athletic field areas. Very few of the residents go outside of the community for park and recreation activities and, therefore, there is a growing demand on the City and Community Education Department to provide more park and recreations opportunities. 6. m.sc..ill?sion~IL_N~_~ter Park and Recreation_ Plan . The Commission discussed with Bill Sanders and Paul Page the Community Survey results and how these results can be incorporated into the Master Park and Recreation Plan. Mr. Sanders indicated that the draft plan already discusses the need for development of a City trail system and neighborhood parks. These issues will be further highlighted · as the plan develops with additional input from the Commission. The Commission reviewed the draft plan that was distributed at the November 1, 1989 meeting with Mr. Sanders and offered comments on errors, omissions and good points of the draft plan. These plans were Park and Recreation Commission Minutes January 3, 1990 Page 3 . submitted to Mr. Sanders so that he can review the comments and further refine the draft plan. 7. Staff Update~ This agenda item was continued until the next meeting. 8. Other Business No items were discussed at this time. 9.
