03-07-1990 PR MIN e e e MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL CONFERENCE ROOM WEDNESDAY, MARCH 7, 1990 MEMBERS PRESENT: Chair Mike O'Brien, Rolfe Anderson, Dave Anderson, Todd Mixer, Byron Houghtelin, Marilyn VanPatten, and Clete Lipetzky MEMBERS ABSENT: Barb Northway ALSO PRESENT: Bill Sanders and Paul Page, Sanders & Associates, Inc.; Phil Hals, Street/Park Superintendent; Pat Klaers, City Administrator; and Charlie Blesener, Community Education Director 1. Call Meetin~ to Order Pursuant to due call and notice thereof, the meeting of the Elk River Park and Recreation Commission was called to order at 7:00 p.m. by Chair O'Brien. 2. Consider 3/7/90 Park and Recreation Commission A~enda Dave Anderson indicated that he would like to talk about use of the railroad trail when the Master Plan was discussed (Agenda Item #5) and Rolfe Anderson stated that he would like to be added to the agenda under Other Business to discuss satellite facilities for the youth recreation programs. It was the consensus of the Commission that the agenda was acceptable as amended. 3. Consider 2/7/90 Park and Recreation Commission Minutes DAVE ANDERSON MOVED TO APPROVE THE 2/7/90 PARK AND COMMISSION MINUTES. ROLFE ANDERSON SECONDED THE MOTION. CARRIED 6-0. RECREATION THE MOT I ON 4. ODen Mike Representati ves of the local Horseshoe Club were present to discuss wi th the Commission the playing conditions in Orono Park. Four club members were present and Jack Kline was the speaker for the group. Mr. Kline stated that it was the consensus of the Horseshoe Club that the lighting at the playing area needed to be improved. This is the most significant concern of the club at this time. Mr. Kline stated that the club plays one night per week and that the organized league consists of anywhere from sixteen to twenty four teams. There are three playing members per team. All of the teams are from the Elk River area and the club is a non-profit group but does collect dues to Park and Recreation Commission March 7, 1990 Page 2 e cover incidental expenses. are in good condition. It was indicated that the horseshoe pits Mr. Kline indicated their concern over controls of the lighting and the intensity of the lighting at the playing area. It was noted by the staff that improvements could take place but the Commission would have to recommend approval of the expense to the City Counci 1. It was estimated that the cost of improving the lighting would be in the neighborhood of $300. The Commission requested the Club to consider a dues increase as a way to assist in financing this improvement. Representati ves of the Club indicated that they would consider this request and be in contact with Phil Hals, City Street/Park Superintendent. 5. Master Park and Recreation Plan - Sanders & Associates. Inc. At the February Park and Recreation meeting, Draft #2 of the Master Park and Recreation Plan was distributed to the Commission and discussed in a preliminary fashion. At this meeting it was the desire of the Commission to go through a "page by page" review of this plan in an effort to give Mr. Sanders as much input as possible so that Draft #3, when distributed at the April Park and Recreation meeting, can be a nearly completed final draft. e During the page by page review of Draft #2, all Commission members participated in an active discussion over missing information in the plan; corrections with inconsistent information; questions regarding implementation of the plan; questions regarding updating of the plan as new parks are purchased and developed; how the trail system can be developed; and the development of a new section for the listing of overall goals or a summary page of the document. Mr. Sanders distributed to the Commission a draft of the Implementation Section of the Master Plan. A great deal of discussion took place regarding the priori ties of the Master Plan in terms of which park and recreation items are most important to pursue first and which ones should receive funding first. At this time Mr. Sanders and Mr. Page reviewed with the Commission the preliminary mapping and information compiled regarding the focused area studies for the Woodland Trails Park and the Hillside Park. Unique features regarding the Woodland Trails Park include the variety of the land which includes hills, valleys, and water; the access problems for the park; and the existing cross country ski trails. Highlights of the Hillside Park include concern over proper access to the area, concern over the existing dump site, the concern over the power line corridor and the future development of a trail system within this area. 6.
