MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL WEDNESDAY, JUNE 6, 1990 MEMBERS PRESENT: Vice Chair Dave Anderson, Clete Lipetsky, Marilyn VanPatten, Byron Houghtelin, and Todd Mixer MEMBERS ABSENT: Mike O'Brien, Rolfe Anderson, and Barb Northway ALSO PRESENT: Bill Sanders and Paul Page, Sanders and Associates, Inc.; Phil Hals, Street/Park Superintendent; and Pat Klaers, City Administrator 1. Call Meetin~ to Order Pursuant to due call and notice thereof, the meeting of the Elk River Park and Recreation Commission was called to order at 7: 15 by Vice Chair Anderson. 2. Consider 6/6/90 Park and Recreation Commission A~enda BYRON HOUGHTELIN MOVED TO APPROVE THE 6/6/90 PARK AND RECREATION COMMISSION AGENDA. MARILYN VANPATTEN SECONDED THE MOTION. THE MOTION CARRIED 5-0. 3. Consider 4/4/90 Park and Recreation Commission Minutes BYRON HOUGHTELIN MOVED TO APPROVE THE 4/4/90 PARK AND RECREATION COMMISSION MINUTES. CLETE LIPETSKY SECONDED THE MOTION. THE MOTION CARRIED 5-0. It was the consensus of the Park and Recreation Commission that they have no problems with the minutes of the joint City Council and Park and Recreation Commission meeting on 4/30/90 when the Master Park and Recreation Plan was discussed. 4. ODen Mike Nobody was present for this agenda item. 5. Review of Hillside Park and Woodland Trails Park Master Plans Woodland Trails - This proposed Master Plan reviewed by the Park and Recreation Commission. some background information on these previous concentrated on the Woodland Trails park map. has previously been Mr. Sanders provided reviews. The review Woodland Trails park map includes: walking areas (wood chips), an interpretive center, a parking area and entrance, benches, picnic shelters and cooking areas, a bituminous (major) walking and biking trail, a hiking/cross country skiing natural pathway, park signage, an overlook area, appropriate lighting and additional plantings. The number one issue with this park is to establish and entrance and parking area and to resolve the boundary issue with the Elk River Golf Course. A second priority for this park is to develop the main trail areas. A third priority for this park is to develop the picnic areas and an interpretive center. It was noted by the Park and Recreation Commission that when the City attempts a LAWCON Grant, that Woodland Trails Park should be its first effort with the railroad trail on the east being added within the grant application. LAWCON Grant applications are typically due in the fall of each calendar year. The total cost for the development of Woodland Trails, as outlined in the Master Plan, is approximately $330,000. Hillside Park This proposed Master Plan reviewed by the Park and Recreation Commission. some background information on these previous concentrated on the Hillside Park map. has previously been Mr. Sanders provided reviews. The review The Hillside Park map includs an entrance and driveway area into an open area at the southern part which has picnic shelters, a play lot and parking. Other picnic areas are along the trail system (a major system and minor loop system) and an equestrian trail runs along the power line area through the center of the park in an east-west fashion. An overlook area is also included in the plan. . It was noted that in the long term, the City should attempt to purchase more land to the east of this park. However, if this is not possible, Hillside is still a viable park as it stands. It was stressed that the Ci ty should continue its efforts to clean up the abandon dump site at the southern part of this park. It was noted that the proposed total expendi tures for the development of this park at almost $390,000 is more than the cost for the total development of Woodland Trails Park. This is due to additional picnic areas being included within the Hillside Park. BYRON HOUGHTELIN MOVED TO RECOMMEND DEVELOPMENT OF WOODLAND TRAILS PARK DEVELOPMENT OF THE HILLSIDE PARK. MOTION. TO THE CITY COUNCIL THAT THE IS A HIGHER PRIORITY TH^N THE MARILYN VANPATTEN SECONDED THE Discussion took place regarding the belief that the number 1 park and recreation need in the community is the purchase of flat open land and the development of this land for open athletic fields for youth activities. It was the consensus of the Commission that this flat open land is a higher priority than the development of either Woodland Trails or Hillside Park. THE MOTION CARRIED 5-0. . MARILYN VANPATTEN MOVED TO ACCEPT THE WOODLAND TRAILS PARK PLAN AND HILLSIDE PARK PLAN AND TO RECOMMEND APPROVAL OF THESE PLANS TO THE CITY COUNCIL AS PART OF THE OVERALL CITY MASTER PARK AND RECREATION PLAN. BYRON HOUGHTELIN SECONDED THE MOTION. THE MOTION CARRIED 5-0. Park and Recreation Commission Minutes June 6, 1990 Page 3 . -------------------------------------- 6. Update on BRW Land Use Plans The City Administrator reviewed with the Park and Recreation Commission the proposed land use plans that the Planning Commission will consider on 6/7/90 as prepared by Planning Consultant, Bill Weber, of BRW. The land use plans for the four areas of the community studied by Mr. Weber include Park and Recreational areas. In the attached 5/29/90 material from Bill Weber, these four areas are labeled A, B, C, and D. It was noted that much like the Park Master Plan, these land use maps were also only plans and are to be used as a guideline for the future development of the community. Specific locations of trails and parks and even the sizes of parks can be adjusted as development takes place. It was the consensus of the Park and Recreation Commission after review of the four land use proposals that a neighborhood park should be added in the southeast area of the community (south of Kelly Farm) and that trails should be added to connect areas C and D in the southeast quadrant of the City. The Commission also agreed with the BRW plan that calls for trail connections across Highway 169 in the School Street and Jackson Avenue areas. 7. Park Dedication Fees . The City Administrator updated the Park and Recreation Commission on the Planning Commission recommendations relating to City planning and platting requirements for commercial, industrial, and multi-family properties. It was noted that the City may still miss some park dedication fees on certain existing platted lots of record when they develop; and that this proposed ordinance is as all inclusive as feasible at this time without significant additional and time consuming development procedures being adopted. The recommendation from the Planning Commission on the plating of industrial, commercial, and multi-family properties will go to the Council on 6/18/90. 8. Cross Country Ski Trails Discussion took place regarding a possible grant application for ski trail grooming funds by the Elk River Nordic Ski Club. Acceptance of these funds would require users to obtain a permit for a fee. Also discussed was the use of the trails by the School ski team and if this would cause any conflict with public use of the trails. Also discussed was the development of trails on private land. Vice Chair Anderson distributed a Trail Grant Proposal. The proposal was discussed, but no consensus was reached as to whether the City should be involved in this grant application. However, it was the consensus of the Park and Recreation Commission that the City should continue to make every effort to work with the School and the Nordic Ski Club in the development, grooming, and use of the ski trails. . Concern was expressed about the use of the railroad trail by motor vehicles. Posting of the trail was requested and the possibility of installing gates was discussed. . . . Staff Uodates Street/Park Superintendent, Phil Hals, updated the Commission on activities in Orono Park (lights at horseshoe pit and picnic areas); softball field activities (irrigation and bleachers); future grading of Baldwin Park; and the future development of volleyball and basketball courts at Ridgewood Park. The Commission was also updated on the progress being made for the construction of a Handke pit warming house and the resurfacing of the school tennis courts. 10. Other Business The City Administrator noted that depending on the timing of approval by the City Council on the BRW studies, the Commission may want to skip its July meeting (which falls on the 4th of July). The next meeting will be dedicated towards the final review of the Master Park and Recreation plan. 11.
