MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION
HELD AT THE ELK RIVER CITY HALL
WEDNESDAY, AUGUST 1, 1990

Pursuant to due call and notice thereof, the meeting of the Elk River
Park and Recreation Commission was called to order at 7:00 p.m. by Vice
Chair Anderson.

MINUTES. BARB NORTHWAY SECONDED THE MOTION. THE MOTION CARRIED 5-0.

Review of Master Park and Recreation Plan - Bill Sanders
Mr. Bill Sanders reviewed with the Commission the final draft of the
Master Plan and the related park and trails map. In review of the map,
adjustments were requested regarding the future park at the Houlton
farm site, additional trails around the Highway 169 and Jackson Avenue
intersection and a reduction in the Waco Street neighborhood park
area. Discussion also took place regarding expansion of the Hillside
Park further to the east; the realistic possibility of all of the area
wide park and northeast part of the community being able to be
obtained; the need for a neighborhood park in the southeast part of the
communi ty; and whether or not the softball fields/County fairgrounds
area would remain or be relocated when the municipal utilities are
extended into the area. Mr. Sanders indicated that a new map would be
drafted for the public hearing when this is reviewed by the Planning
Commission and City Council in September.

The Commission discussed the priori ties listed within the plan. The
Commission was unanimous in their consensus that the community athletic
fields issue needs to be highlighted and listed as the number one
priori ty for the City of Elk River. This issue is discussed in the
7/26/90 memo to the Commission from the City Administrator.
It was noted that within the appendix, the Park Dedication Fee
resolution should be added as should the newly approved watercraft
ordinance. This watercraft ordinance was based on the Big Lake
ordinance which was reviewed by the Commission and approval by the City
Council. Additionally, the Commission desired that the staff needs in
order to implement this plan be highlighted, as full implementation of
the Master Plan will require extensive staff work.
CLETE LIPETZKY MOVED TO RECOMMEND APPROVAL OF THE MASTER PARK AND
RECREATION PLAN AND ITS RELATED COMPREHENSIVE PARK SYSTEM PLAN MAP TO
THE CITY COUNCIL AS AMENDED BY THE COMMISSION. ROLFE ANDERSON SECONDED
THE MOTION. THE MOTION CARRIED 5-0.

Mr. Hals reviewed with the Commission the approved list of projects for
1990. Phil reviewed work that has been accomplished and work that is
planned for this upcoming Fall season.
Discussion took place regarding the grooming of the cross country ski
trails for this upcoming Winter season.
CLETE LIPETZKY MOVED TO RECOMMEND TO THE CITY COUNCIL A DONATION OF
$380 TO THE NORDIC SKI CLUB FOR THE PURCHASE OF MOWERS TO MAINTAIN THE
SKI TRAILS. BARB NORTHWAY SECONDED THE MOTION. THE MOTION CARRIED 5-0.
Discussion took place regarding athletic fields in the community. It
was noted that there is room behind Parker School that could be used as
open athletic fields.
ROLFE ANDERSON MOVED TO HAVE THE CITY WORK WITH THE SCHOOL IN ORDER TO
DEVELOP TWO ADDITIONAL SOCCER FIELDS BEHIND PARKER SCHOOL WITH THE CITY
PROVIDING THE AG-LIME AND LABOR FOR THIS PROJECT. TODD MIXER SECONDED
THE MOTION. THE MOTION CARRIED 4-0-1. Clete Lipetzky abstained as he
is employed by the School District.

The City Administrator updated the Commission on the status of the 1990
budget and the proposed 1991 Park and Recreation budgets.

The Commission discussed the motor vehicle restrictions on the cross
country ski trail with the Park Superintendent. It was the consensus
of the Commission to have the trail posted "No motorized vehicles".
Use of the abandoned railroad trail and its condition was discussed by
the Commission. It was the consensus of the Commission that the trail
area north of County Road 33 should be open and available for horses.
It was the consensus of the Commission that Class 2 should be laid on
the trail south of County Road 33 and this work should be done sometime
this Fall season.

No other business was presented at this time.
8. Adjournment
There being no other business, CLETE LIPETZKY MOVED TO ADJOURN THE PARK
AND RECREATION COMMISSION MEETING. ROLFE ANDERSON SECONDED THE
MOTION. THE MOTION CARRIED 5-0.
The meeting of the Elk River Park and Recreation Commission adjourned at
approximately 9:35 p.m.
