MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL WEDNESDAY, DECEMBER 5, 1990 Members Present: Chair, Mike O'Brien; Dave Anderson, Todd Mixer, Barb Northway, Rolfe Anderson(7:10) and Marilyn VanPatten (7:50) Members Absent: Clete Lipetzky and Byron Houghtelin Also Present: Phil Hals, Street/Park Superintendent; and Pat Klaers, City Administrator 1. Call Meetin~ to Order Pursuant to due call and notice thereof, the meeting of the Elk River Park and Recreation Commission was called to order by Chair O'Brien at 7:00 p.m. 2. Consider 11/7/90 Park and Recreation Commission Minutes TODD MIXER MOVED TO APPROVE THE 11/7/90 PARK AND RECREATION COMMISSION MINUTES. DAVE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 4-0. 4. Sample Park and Recreation Coordinator/Director Job Description A general discussion took place regarding the merits of putting together an Elk River Park and Recreation Coordinator/Director job description at this time versus forming a committee to review the current recreation duties and park duties. It is noted that if a description is completed at this time, the position may not be filled for twelve to eighteen months and that the duties could change. It was also noted that the recreation duties are more of a school district wide function and that the park duties can be more clearly defined. In this regard, it was noted that most of the recreation activities take place on school property and Elk River youth and adults are only about 60% of the total participants. Therefore, the recreation director may be a separate position and be an area wide position funded by more than just the City of Elk River. On the other hand, the park director duties can be clearly defined from one community to another and whereas Elk River may need a park director, other communities may not. The Commission rejected the idea of forming a committee to review the current status of recreation activities and park activities along with future goals for recreation and park activities and directed that the topic of an Elk River Park and Recreation Coordinator/Director job description be placed on the February agenda. The Commission stated that this was the first step in the hiring of a staff person and that this step of knowing what the individual would do once hired would lead to a more timely filling of the position once it was authorized. The Commission stressed the importance of having Community Education Director, Charlie Blesener, of the School District, in attendance at the next meeting as a significant amount of the job description will relate to recreation activities in an area wide scheme. Additionally, the Commission restated its goal of hiring a staff person in order to have the Master Park and Recreation Plan implemented to the fullest extent possible when taking into consideration the limited amount of funding that is available. It was noted that some of the duties suggested for the committee in the City Administrator's memo dated 11/29/90, would most likely be the first duty once a staff individual was hired. These duties relate to providing everyone with a clear understanding of the existing park and recreation functions of the City and School District and also working on the goals for what a future park and recreation system should develop into in order to serve the community and surrounding areas. . 6. Implementation of Master Plan and 1991 Work Pro~ram A brief discussion took place regarding the City's efforts to purchase flat open land that can be developed into youth recreation fields. It was noted that pursuing this purchase is temporarily on hold until it is determined what the School District is going to do in terms of purchasing a site for a new school in Elk River which is anticipated to be opened in 1992. The purchase is on hold because the school site may provide an opportunity for developing youth recreation fields without the City purchasing land. This issue is anticipated to receive more discussion at the February Park and Recreation Commission meeting provided that the School District has made progress in its site selection and purchase. Discussion took place regarding pursuing a City LAWCON Grant for the development of the Woodland Trails Park. The Commission expressed its desire to have staff explore this possibility and report back to the Commission. 7. Staff Updates 7.1 Charlie Blesener No update was provided as Charlie was not in attendance at this meeting. . . . . Park and Recreation Commission Minutes December 5, 1990 Page 3 7.2 Phil Hals/St~eet/Park Superintendent Phil Hals reviewed with the Commission an updated cross country skiing map for skiing activities at Woodland Trails Park and surrounding areas. I t was noted that rules for the park and skiing activities would be included on the back side of the map. Discussion took place regarding cross country skiing signs and park signs to note the trails and park boundaries. The ski trail maps can be installed this year and the trail boundaries identified during the summer. The Commission reviewed a proposed City park policy as it relates to the shelters at Orono Park and Lion's Park. It was the consensus of the Commission that the policies as presented were acceptable. Discussion took place regarding Ii tter as it is associated with community events. The Commission stressed the need for a fee to be obtained from the Chamber in order to ensure clean up of Orono Park after the 4th of July celebration. Likewise, it was addressed that a fee needs to be obtained from the Sherburne County Fair Board in order to ensure that the mess and litter is picked up along the parade route. The Commission requested that staff send a letter to the Fair Board to discuss this issue and reach a mutual understanding prior to the next parade in 1991. Phil Hals reviewed with the Commission the 1991 Park Dedication Fund work program. It was noted that almost the entire work program was completed with the exception of some items in Orono Park. Additionally, it was noted that Lion's Park skating may soon be underway as the rinks are planned to be flooded in the near future. 7.3 Pat Klaers/City Administrator The City Administrator updated the Commission on pending appointments to the Park and Recreation Commission; the finalization of the Master Park and Recreation Plan by Bill Sanders j the approved Park Budget and Recreation Budget by the City Council and the meeting schedule for the next few months. It was noted that there will be no meeting in January and that the next Park and Recreation Commission meeting will be held February 6, 1991. 8.
