01-09-1991 PR MIN . . . ~EETING OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER CITY HALL WEDNESDAY, JANUARY 9, 1991 MEMBERS PRESENT: Mayor Tralle, Councilmember Schuldt, Kropuenske, Dietz, and Schuldt MEMBERS ABSENT: None STAFF PRESENT: Pat Klaers, City Administrator 1. Call Meetin~ to Order Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order by Mayor Tralle at 7:00 p.m. 2. Consider 1/9/91 City Council A~enda COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE 1/9/91 CITY COUNCIL AGENDA AS PRESENTED. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 5-0. 3. Park and Recreation Commission Interviews The terms of three Park and Recreation Commission members expired at the end of 1990. The City Council had received seven applications for these three positions, including the applications from the three incumbents. It was noted that applicant, David Granlund, could not attend the scheduled 7: 00 interview due to a work commitment. The Administrator indicated to the Council that staff had advised Mr. Granlund that a decision would be made at this meeting and that the City appreciated his application and encouraged him to apply at a future date when another vacancy occurs. 7:15 - Linda Obrycki was interviewed at this time. 7:30 - Jerry Palmer was interviewed at this time. 7:45 - Dana Anderson was interviewed at this time. The City Council recessed at 8:10 p.m. and reconvened at 8:20 p.m. 8:20 - David Anderson was interviewed at this time. 8:35 - Byron Houghtelin was interviewed at this time. 8:50 - Marilyn VanPatten was interviewed at this time. The City Council recessed at 9:10 and reconvened at 9:15. A general discussion took place regarding the qualifications and interest for serving on the Commission of all of the candidates. The City Council expressed a desire to have some new individuals on the Commission, but indicated that they were very impressed with the knowledge and experience of the incumbents. City Council Minutes January 9, 1991 Page 2 -------------------- The City Council discussed the residency of Commission member, Barb Northway, whose term expires at the end of 1991. The City Council indicated that it feels comfortable having two non Elk River residents on the Commission, but felt it was important that the two nonresident members still live within the School District or work within Elk River. The City Council reluctantly decided to request the resignation of Barb Northway from the Park and Recreation Commission. This request was discussed in reluctant terms because of Barb's qualifications and active participation on the Commission. . The City Council discussed the need to adjust the terms on the Park and Recreation Commission. It was noted that three terms expired at the end of 1990 and four terms expire at the end of 1991 and only one term expires at the end of 1992. The City Council indicated that when appointments are made this month, some terms would be adjusted and when appointments are made next year, additional terms would be adjusted so that the turnover and expiration of terms will be more orderly. COUNCILMEMBER SCHULDT MOVED TO RELUCTANTLY REQUEST THE RESIGNATION OF BARB NORTHWAY FROM THE PARK AND RECREATION COMMISSION AND DIRECTED STAFF TO SEND HER A THANK YOU LETTER EXPRESSING THE CITY COUNCIL'S APPRECIATION FOR HER SERVICES. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. COUNCILMEMBER KROPUENSKE MOVED TO HAVE ADDITIONAL RESTRUCTURING OF THE TERMS OF PARK AND RECREATION COMMISSION MEMBERS DONE WHEN APPOINTMENTS . ARE MADE IN 1992 IN ORDER TO CREATE A 3-3-2 APPOINTMENT CYCLE. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. COUNCILMEMBER KROPUENSKE MOVED TO APPOINT DAVE ANDERSON TO A THREE YEAR TERM, BYRON HOUGHTELIN TO A THREE YEAR TERM, MARILYN VANPATTEN TO A ONE YEAR TERM, AND DANA ANDERSON TO A TWO YEAR TE&\f ON THE CITY PARK AND RECREATION COlttMISSION. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. Respectfully submitted, :?~ .f).kfl~ . 4. Other Business The City Administrator briefly discussed with the City Council the status of the Police Union negotiations. 5. Adjournment There being no further business, COUNCILMEMBER HOLMGREN MOVED TO ADJOURN THE MEETING. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0.
