SPECIAL ~rEETING OF THE ELK RIVER PARK & RECREATION COMMISSION
HELD AT THE ELK RIVER CITY HALL
WEDNESDAY, FEBRUARY 27, 1991

1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River
Park and Recreation Commission was called to order by Chair Anderson at
7:15 p.m.

Since Chair Dave Anderson had called the special meeting and had all of
the agenda items, no agenda was formally approved.

Minutes were distributed to Commission members as the~ arrived. Since
they were not available prior to the meeting, no motion to approve was
made.

Chair Anderson asked for a volunteer to attend the 2001 meeting on
3/16/91 as a representative of the Elk River Park and Recreation
Commission. Since there were no volunteers, Chair Anderson decided to
submit a written statement for Charlie Blesener to present at the 2001
meeting.
Chair Anderson raised the issue of Item 8 on Page 3 of the Park and
R,ecreation Commission minutes from the 2/6/91 meeting regarding the
request to the City Council to amend the Park and Recreatl on Commission
Ordinance to allow for the appointment of a ninth Board member and
allow a person from outside the City to serve for a period of one year.
The group consensus was to make this request at the joint meeting on
3/6/91 and emphasize the important contribution that Barb Northway make
to the Park and Recreation Commissjon.

Chair Anderson opened the discussion on a Park and Recreation Director
posi tion by recommending that the responsibility be school district
wide for recreation and city wide as park director. He also stated
that the recreation director should coordinate athletics and not arts
and crafts.
Dana Anderson supported the area wide recreation director. Phil Hals
stated that the staff has concerns with the City's ability to fund the
position due to State Aid cuts. Phil also questioned the possibility
of funding a recreation director by increasing the fees that program
participants pay.
PARK AND RECREATION DIRECTOR JOB SCOPE
Recre~tion
Chair Anderson listed the following areas of responsibility for a
Recreation Director:
Coordinate and supervise youth and adult sports.
Assist youth leagues in registration, collecting fees, scheduling
fields and games.
Verifying state and association regulations.
Coordinate special events and tournaments.
Coordinate multi-use facilities.
Supervise scheduling of all School District fields and facilities
for all youth activities. To take a block of time on each
facility from Community Education to work out various youth
schedules.
7. To serve as in information source for the public on park and youth

8. To relieve volunteers as much as possible and make volunteering
more "friendly" and less time consuming.
Park Director
Chair Anderson stated the Park and Recreation position should be
responsible for all City parks and that it only makes sense that groups
using the facilities be in charge of the maintenance as who would know
better how to improve or upgrade a facility than the users.

Give direction on maintenance, mowing, infields, outfields, weed
control, turf management, all aspects from A to Z.
2. Work on property purchases.

Obtain grants or promote bond issues.
4. Plan and improve facilities.
n. Oversee operating of concession stands.
6. Look for innovative ways to raise money.
7. Bring tournaments and special events into the City.
8. Review ordinances and develop new ordinances for control of park
property.
9. Attend City Council meetings as a resource to the Park and
Recreation Commission.
More specifics may be added at a later date as direction for this
individual.
Clete Lipetzky stated that his is concerned that current budget
restrictions may cause the City Council to kill the Recreation Director
position. Clete also advised the use of the following four point plan
when meeting with the City Council:

Needs of a Park and Recreation position such as office, clerical,
funding, etc.
Define how existing jobs are being done.
Inform the City Council of job description.
Summarize the Park and Recreation Commission's position.
A discussion on the platting procedure and how the Park & Recreation
Commission may have their input was held. Phil Hals stated that all
new plats will be viewed by the Commission for comments before they are
sent to the City Council, but there have been no new residential plats
for some time and the commercial plats now in the process only have the
option of paying the park dedication fees so it seemed useless to have
them presented to the Park and Recreation Commission.
Chair Anderson stated that he would like to discuss the decision by the
Ci ty Council allowing John Plaisted's recent development to pay less
than full park dedication fees at the March 6 meeting.

The Park and Recreation Commission recommends that the residents on
Proctor Avenue, north of School Street be invited to an informational
meeting before the athletic fields are developed west of their
properties.

5. Acl.iournment
There being no further business, BYRON HOUGHTELIN MOVED TO ADJOURN THE
PARK AND RECREATION COMMISSION MEETING. CLETE LIPETZKY SECONDED THE
MOTION. THE MOTION CARRIED 6-0.
The meeting of the Elk River Park and Recreation Commission adjourned at
9:00 p.m.
