MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL WEDNESDAY, MARCH 6, 1991 Members Present: Chair Dave Anderson, Mike O'Brien, Clete Lipetzky, Dana Anderson, Byron Houghtelin and Marilyn VanPatten (7:10 p.m. ) Members Absent: Rolfe Anderson Staff Present: Pat Klaers, City Administrator; Phil Hals, Street/Park Superintendent and Charlie Blesener, Community Education Director Also Present: Mayor James Tralle, Councilmembers Holmgren, Dietz, Kropuenske and Schuldt Public Present: Barb Northway 1. Call Meeti~~rdet Pursuant to due call and notice thereof, the meeting of the Elk River Park and Recreation Commission was called to order by Chair Anderson at 7:00 p.m. 2. THE MOTION CARRIED 6-0. 3. Consider 2/6/91 Park & R~~reation Co~mi~sion_Minutes It was noted that the narrative on Page 4, for item 10-11, discusses more of a recreation employee than what was the emphasis of the Commission. The Commission emphasized more of a park and recreation employee. Dave Anderson stated that the Commission should also consider the 2/27/91 minutes from a special meeting. BYRON HOUGHTELIN MOVED TO APPROVE THE 2/6/91 PARK AND RECREATION COMMISSION MINUTES WITH THE ABOVE NOTATION AND THE 2/27/91 PARK AND RECREATION COMMISSION MINUTES AS PRESENTED. DANA ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 6-0. 4. Open Mike There was no one present for this agenda item. As an introduction to the evening, Chair Anderson thanked the City Council for their attendance and willingness to meet with the Commission to discuss issues of mutual concern. . . . Some Councilmembers indicated support for this request while other Councilmembers disagreed. Mayor Tralle directed the staff to present a proposed ordinance amendment regarding this issue for formal action at a future City Council meeting. 6-7. I mpl~lllgn_t~t:..tQIl_J2tJ1~~t~r_p_~r k~R~.QJ'_~_littQILP 1 an Community Education Director Charlie Blesener reviewed the 2/28/91 Community Education meeting on recreation that was attended by representatives from governmental units within the School District. Charlie distributed handouts of material that was reviewed at this meeting relating to youth organizations and participation levels and population data within the School District. General support for an area wide recreation program was indicated at this 2/28 meeting and a follow-up meeting is scheduled for April 11, 1991. The Ci t.y Council indicated t.heir support of a joint recreation program and also their support. in hiring a recreation employee on a shared basis. The Commission indicated their support for a slightly different employee that would be a City of Elk River Park and Recreation Director. A general job description as developed at the 2/27/91 Commission meeting was distributed. It was noted that. most of the proposed duties relat.ed to athletics and not a broader park and recreation emphasis. The Commission stated that this is the highest need at the current time and that the position description would change in the future. A summary of the discussion on a recreation and/or park employee is as follows: 1. The Park and Recreation Commission recommended approval of the Elk River Park and Recreation Director position. I) t... The City Council rejected this recommendation at but indicated its support for the area wide posi tion as being pursued by the Community department. this time, recreation Education 3. The City Council appointed Clete Lipetzky and Roger Holmgren to work on the Community Education Committee in developing an area wide recreation job description and cost sharing ideas. . . . If the Community Education Committee is successful in having a recreation employee hired, then the Park and Recreation Commission may still want a City park (and recreation?) employee. 5. If the Community Education Committee is not successful in developing a shared recreation position, then the City Park and Recreation Commission will move forward in requesting funding from the City Council for a City Park and Recreation Director. Park Consultant, Bill Sanders, was present to distribute the Master Plan that received approval in 1990. The Commission and City Council thanked Bill for his efforts. The City Council requested Bill Sanders to review the development of athletic fields in the area north of the Community Education building. The City Council directed the City Administrator to negotiate a land purchase from the Industrial Park group in order to purchase land that could be combined with the School District property for a larger open field situation. The City Administrator noted that E & 0 Tool park land west of Orono Park is anticipated to be purchased in April. It was noted that this land will be purchased from Alltool, who is purchasing the land from E & 0 Tool. Adjou~.nmept There being no further business, BYRON HOUGHTELIN MOVED TO ADJOURN THE PARK AND RECREATION COMMISSION MEETING. DANA ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 5-0. The meeting of the Elk River Park and Recreation Commission adjourned at approximately 10:05 p.m....A tape recording of this meeting is retained on file for one year.
