MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION
HELD AT THE ELK RIVER CITY HALL
MAY 8, 1991

1. Call Meetinr To Order
Pursuant to due call and notice thereof, the meeting of t.he Elk River
Park and Recreation Commission was called to order at 7:00 p.m. by
Chair Dave Anderson.

TODD MIXER MOVED TO APPROVE THE 4/3/91 PARK AND RECREATION COMMISSION
MINUTES. MIKE O'BRIEN SECONDED THE MOTION. THE MOTION CARRIED 7-0.
4.
Open Mike
Representatives of the Elk River Country Club, Tony Rude and Charlie
Schuldt, were in attendance to present a letter requesting City
assistance for bituminous paving of their parking lot (Exhibit 4 is
attached). The sum of the assistance would be approximately $30,000.
Tn exchange for the assist.ance, the Elk River Country Club would enter
into a 20 year agreement with the City of Elk River regarding the use
of the parking lots, access road and cross country ski trails. The
Ci ty and the Elk River Country Club do not at the present time have a
long term agreement regarding these issues. Chair Dave Anderson stated
that he would like to have a fence and eventually a hedge type planting
in order to secure the boundary hetween the City park and the Elk River
Country Club. Commission member Clete Lipetzky stated that he prefers
no fence and would like to keep an open relationship hetween the City
park and the Elk River Country Club. Mr. Lipetzky also stated that he
would support helping the Elk River Country Club with the blacktop
issue.
BYRON HOUGHTELIN MOVED TO RECOMMEND TO THE CITY COUNCIL THAT THE PARK
AND RECREATION COMMISSION IS IN SUPPORT OF THE COUNTRY CLUB ISSUE

BECAUSE OF THE OVERALL CONTRIBUTION TO THE AREA RECREATION, ESPECIALLY
FOR THE ADDED CONVENIENCE TO CROSS COUNTRY SKIERS. MIKE O'BRIEN
SECONDED THE MOTION. THE MOTION CARRIED 7-0.
Tony Rude stated that the Elk River Country Club is willing to
negotiate or to proceed with this project in stages.
5. Mike Hanlon SS-hllQJ District 728 AthJcetic Director
Mike Hanlon presented his committee's recommendations to the Park and
Recreation Commission for the improvements to School District property
regarding athletic fields. Mr. Hanlon's list included improvements to
eight separate School District properties and an itemized expense for
each site. Exhibit #5 is attached. Mr. Hanlon also stated he would
like to promote the feeJ ing of cooperation and long term commitment
between the City of Elk River and School District 728 on these
projects. It was the consensus of the Park and Recreation Commission
to support this cooperation.
6. 1991 Park Improvements Usin~ Park Dedication Funds
BYRON HOUGHTELIN MOVED TO RECOMMEND TO THE CITY COUNCIL AUTHORIZATION
OF THE ATTACHED EXPENDITURES ON EXHIBIT #6 WITH THE FOLLOWING
CLARIFICATIONS:
1.
THAT THE WORK AT THE DEPOT SITE BE COMPLETED AND THE PLANTERS OR
BARRICADES ALLOW BOELTER'S SERVICE STATION 75 FEET WEST FROM HIS
PROPERTY LINE AND THAT THE ACCESS OPENINGS TO HIGHWAY 10 BE CLOSED.
2. THAT THE LION'S PARK PLAYGROUND EQUIPMENT ITEM BE REDUCED FROM
$10,000 to $5,000 AND REQUEST THAT THE LION'S CLUB PARTICIPATE IN
THE ADDITIONAL FUNDING FOR THE EQUIPMENT.
3. THAT THE BARRINGTON PARK TOPSOIL BE REDUCED FROM $2,500 TO $1,000
BECAUSE STREET/PARK SUPERINTENDENT HALS STATED THAT HE MAY HAVE A
MORE ECONOMICAL SUPPLY FOR THE TOPSOIL.
MIKE O'BRIEN SECONDED THE MOTION. THE MOTION CARRIED 7-0.
7. .Discussion on Development of Woodland Trails Park
Street/Park Superintendent Hals stated that he had been in contact with
Lloyd Nord whose property adjoins the Woodland Trails Park in the
southwestern corner of the park. Mr. Nord expressed an interest in
purchasing approximately one acre of park property from the City of Elk
River.
MIKE O'BRIEN MOVED TO RECOMMEND TO THE CITY COUNCIL NOT TO SELL ANY OF
THE PARK PROPERTY. CLETE LIPETZKY SECONDED THE MOTION. THE MOTION
CARRIED 7-0.

culvert from the County ditch on the northern end of the park to
alleviate some concerns from citizens north of the park that the City

was holding water up on their property. The culvert
reinstalled as soon as the ground dries out sufficiently for
operation. The culvert removal did not cause any discernible

There was a brief discussion held but no one had any new information to
add. Several members indicated that they were encouraged and hoped
that the proposal would continue to move forward. Chair Anderson
stated that he would still like to see the Elk River Park Director
position included in this proposal.
10.
Staff Updates
Street/Park Superintendent Hals presented a letter from Chris Rogers
proposing a 100' by 100' batting cage in the vicinity of the softball
complex.
ROLFE ANDERSON MOVED TO RECOMMEND TO THE CITY COUNCIL DENIAL OF A
REQUEST FOR A BATTING CAGE. DANA ANDERSON SECONDED THE MOTION. THE
MOTION CARRIED 6-0
