MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION
HELD AT THE ELK RIVER CITY HALL
WEDNESDAY, AUGUST 7, 1991

1. Call Meeting to Order
Pursuant to due cal1 and notice thereof, Chairman Anderson cal1ed the
meeting to order at 7:10 p.m. Due to a lack of a quorum, the following
items were discussed and no action was taken.
4.
Open Mike
Brian James and Bruce Dalchow addressed the Park and Recreation Board
regarding the operation of jet skis in Lake Orono. It was their
concern that jet skis not be banned from Lake Orono at the present time
and that they would be wil1ing to work with other boaters and jet ski
operators regarding the safety issues of boating and jet skis in Lake
Orono. Mr. Dalchow suggested that the City increase the size of the
sign containing the rules for watercraft on Lake Orono to a four foot
by eight foot size. Chairman Anderson stated that he would like to
invite the Sheriff's Water Patrol, the Lake Owners Association, and jet
ski operators to a future Park and Recreation Commission meeting so
that all of the issues could be addressed at one time.
5.
Discussion on Activities on Lake Orono
Mr. Dave Anderson, Sherburne County Sheriff's Water Patrol Division,
was unable to attend the Park and Recreation Commission meeting.
6. Discussion of Horseback Riding in Woodland Trails Park
Discussion took place regarding horseback riding in the Woodland Trails
Park. An informal discussion took place on possibilities to
accommodate such trails wi thin the Woodland Trails Park. It was the
groups opinion that the horseback riders should have a representative
meet with the Park and Recreation Commission at a future date.
7.
Lion's Park Update
Phil Hals, Street/Park Superintendent, reported that the Lion's Club
had completed the restrooms in Lion's Shelter #5. They have also added

a refrigerator and stove unit for people using that shelter. The
damage to the trail lights by vandals earlier this summer has been
repaired and all of the lights are back in operation in Lion's Park.
There has been no contact wi th the Lion's Club, but it is antipated
that the Lion's Park would be available for practice field for soccer
and/or football this fall.
8.
Playground Unit Update
Phil Hals showed drawings of the proposed playground units for
installation of Baldwin Park, Barrington Park, and Lion's Park. Mr.
Hals also reported that the units are under construction in Baldwin
Park and Barrington Park and they are waiting for deli very of the
equipment for the Lion's Park.
9.
Area Wide Recreation Director Update
Community Education Director, Charlie Blesener, reported that the
Committee for the Region Recreation Director will meet again in
September. They plan to have proposals available for municipality's
approval sometime this fall. Mr. Blesener indicated that with the best
case scenario, the person could be on board in January or possibly
February, 1992. The two issues yet to be resolved by the Committee are
the makeup of the governing board and also where this person will be
housed. A subcommittee composed of Charlie Blesener, Ron Black, Pat
Klaers, and Carole McNaughton-Commers will be meeting in the near
future to discuss the job description for the Area Wide Recreation
Director.
10.
Development of Recreation Fields
Phil Hals reported that the construction of the athletic fields behind
the Community Education Center has begun with the City removing the
trees and rototilling the grass and sod for the first two
soccer/football fields. There has also been discussion, with the
School District regarding irrigation wells. It is Mr. Hals' opinion
two shallow wells will irrigate the Community Education Athletic
Complex.
The Park and Recreation Commission raised the question regarding the
tennis court construction at Salk School. Charlie Blesener indicated
that there is no construction taking place at this point and did not
have a reason for the holdup.
11.
Update on Development Activities at E & 0 Tool Land
Phil Hals reported that the City Street Crew has graded and leveled the
site , but there has been little or no activity at the site since mid
June. There is a concept drawing available showing two ballfields with
some parking and an open recreation field. Chairman Anderson indicated
that he would rather consider building three ball fields on the south of
the present ballfield complex, rather than building two fields on the E
& 0 property. The Park and Recreation Commission decided to consider
this item at a future meeting.

12. Update on Woodland Trails Park Boundarv
The Park and Recreation Commission had an opportunity to read a letter
from the City Administrator, Pat Klaers, to Lloyd and Sue Nord
regarding the purchase of their property on County Road 1 at the
ent.rance to Woodland Trails Park. It was the consensus of t.he Park and
Recreat.ion Commission members present, not to favor the purchase of the
Nord property. ·
13. Staff Updates
Phil Hals, Street/Park Superintendent, indicated that he is processing
a LAWCON Grant application and requested the Commission's input
regarding which parks should be included in the applicat.ion. It was
the consensus of the members present that the LAWCON Grant. applications
should be pursued for Woodland Trails Park and also for the Ci ty t.rail
system.
