MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL WEDNESDAY, FEBRUARY 5, 1992 Members Present: Chair, Dave Anderson; Commissioners, Houghtelin, Olson, O'Brien, St. Dennis and R. Anderson Members Absent: Commissioners Lipetzky and D. Anderson Staff Present: Pat Klaers, City Administrator; Phil Hals, Street/Park Superintendent Also Present: Bob Dilly and Greg Nadeau 1. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Park and Recreation Commission was called to order at 7:05 p.m. by Chair Anderson. ') f.,. Consider 2/5/92 Park & Recreation Commission A~enda Commissioner Rolfe Anderson added a discussion item under number 10 regarding the wages for the Region Wide Recreation Director. COMMISSIONER HOUGHTELIN MOVED TO APPROVE THE 2/5/92 PARK AND RECREATION COMMISSION AGENDA AS AMENDED. COMMISSIONER O'BRIEN SECONDED THE MOTION. THE MOTION CARRIED 6-0. 3. Consider 12/4/91 Park and Recreation Commission Minutes COMMISSIONER O'BRIEN MOVED TO APPROVE THE 12/4/91 PARK AND RECREATION COMMISSION MINUTES. COMMISSIONER HOUGHTELIN SECONDED THE MOTION. THE MOTION CARRIED 6-0. 4. Open Mike Bob Di 11y and Greg Nadeau expressed their interest in the Commission's discussion on the Orono Park/City HaIl development. Chair Anderson suggested they hold their comments until Item #7. 5. fntroduction of New Members Chair Anderson introduced all members of the Park and Recreation Commission and staff members who were present and welcomed newly appointed members Clair Olson and Joe St. Dennis. 6. Orono Park/City Hajj Discussion Chair Anderson stated that the Park and Recreation Commission has had some information on the City Hall proposal but he expects the Commission will need two or three months to consider the options and make recommendations to the City Council. Greg Nadeau indicated that he is representing the Moldenhauer (Lake Orono) Addition residents and listed their concerns. These concerns included: 1. 2. 'l u. To have a buffer between their homes and the development. Leave as much vegetation along the lake as possible. Minimize the exterior lighting around the City Hall building. Greg Nadeau stated that the neighbors do favor a pathway system along the lakeshore. Phil Hals presented an area plan (see attachment) for the Commission's consideration. Phil explained that the plan contained suggestions for facility locations such as tennis courts, basketball courts, a pathway system, a tree buffer, picnic shelters, the fishing pier, a water tower and two bal1fields. Chair Anderson suggested a 5 foot wide sidewalk on the south side of the proposed parkway and a 10 foot wide bituminous bike path on the north side that could be connected to the park trail and eventually "looped" to create a 1 to 2 mile circle. Mr. Nadeau stated that the area residents support tennis courts and basketball courts, but were against a parking lot in the southeast area of the plat. Commissioner Olson stated that the City now has some park facilities without off street parking that are a problem. Phil Hals indicated that he supported off street parking. Pat Klaers said that there may be other uses for the small sections of property, but this site may become the tennis center for the City as ten (10) courts can fit into this area. Mr. Nadeau stated that the residents oppose court lighting. Mr. Dilly expressed a concern that a lakeshore pathway with benches may attract transients, derelicts or drug dealers and that an expanded picnic area will increase the trash problem. Chair Anderson explained that the Park and Recreation Commission will be considering the proposals at future meetings which the neighbors are welcome to attend and all Commissioner's appreciated input from area residents. 6. Page 3 COMMISSIONER ROLFE ANDERSON MOVED TO APPOINT DAVE ANDERSON, CHAIR; MIKE O'BRIEN, VICE CHAIR; AND ROLFE ANDERSON, SECRETARY. COMMISSIONER HOUGHTELIN SECONDED THE MOTTON. THE MOTTON CARRIED 6-0. Di scussi on on 1992 PaJ::J:L-11!lJlrOv~JRents Pat Kl aers expl ained that the City Council had appropriated $25,000 from park dedicati on funds and :lil0, 000 from the Capital Projects Fund for park improvements with the request that the Park and Recreation Commission allocate about $15,000 to the park in the Deerfield IV Addition. Pat Klaers stated that the meeting date for March falls on Ash Wednesday and it was the consensus of the Commission to meet on 3/11/92 instead. Pat also stated that the City Council would 1 ike to have a joint meeting with the Park and Recreation Commission in March or April to discuss Lake Orono boat traffic, City Hall development and other issues. He will coordinate the meeting date and inform the Commission later. Phil Hals went over the list of park improvements with the Commission and explained that it is early in the season and it might be well to allow the Commissioners a month to consider the items and maybe return with some other recommendations to add. It was the consensus of the Park and Recreation Commissioners to reconsider the park improvements list next month. 1iQating R~)l~tions Phi 1 Hals presented a copy of the current boating regulations for Lake Orono. After a brief discussion, it was the consensus of the Commission to contact Dave Anderson, of the Sherburne County Water Patrol, for a recommendation on what jet ski rules to be added and that this be the only change in the boating regulations at this time. 10. Area Wide Recreation Director Phil Hals informed the Commission that interviews were taking place Wednesday, 2/5/92 and Thursday, 2/6/92 for the posi tion of Area Wide Recreation Director. After much discussion, it was the consensus of the Park and Recreation Commission that the hiring committee should be allowed to offer a higher wage rate if needed to secure a capable person for the position. 11. Park Improvement Grant Phil HaIs discussed with the Commission his 1/27/92 meeting with the Community Development Official in St. Paul regarding a park improvement grant. The application will be completed this spring, reviewed and revisE,d this summer and submitted in August. Al1 indications are that . . . Elk River Park and Recreation Minutes February 5, 1992 Page 4 improvements to the railroad trail and Woodland Trails Park should be funded in February, 1993. Phil Hals stated that he feels it would be wise not to start any major construction projects until the application process is complete. 12. Other Business No other business was presented. 13 Adjournment There being no further business, COMMISSIONER HOUGHTELIN MOVED TO ADJOURN THE MEETING. COMMISSIONER ROLFE ANDERSON SECONDED THE MOTION.
