MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION
HELD AT ELK RIVER CITY HALL
WEDNESDAY, NOVEMBER 4, 1992

1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River
Park and Recreation Commission was called to order at 7:00 p.m. by
Chair Dave Anderson.

Consider 11/4/92 Park and Recreation Commission Agenda
COMMISSIONER MIKE O'BRIEN MOVED TO APPROVE THE 11/4/92 PARK AND
RECREATION COMMISSION AGENDA. COMMISSIONER ROLFE ANDERSON SECONDED THE
MOTION. THE MOTION CARRIED 5-0.
3. Consider 9/2/92 Park and Recreation Commission Minutes
COMMISSIONER DANA ANDERSON MOVED TO APPROVE THE 9/2/92 PARK AND
RECREATION COMMISSION MINUTES. COMMISSIONER MIKE O'BRIEN SECONDED THE
MOTION. THE MOTION CARRIED 5-0.
4 . Open Mike
Jeff Hribar, representing the Sherburne County Trail Association,
requested assistance from the Park and Recreation Commission in
planning a snowmobile trail through the City of Elk River. Mr. Hribar
indicated that his Association would like to establish a trail on the
old railroad bed from the north City limits and eventually make a
connection with the City of Otsego to the South or Big Lake township to
the west. Mr. Hribar explained that trail establishment is done by
volunteers and that his group is reimbursed by the Minnesota Department
of Natural Resources for signs and trail grooming, as long as the trial
forms a loop or is connected with an existing DNR trail.
The Park and Recreation Commission showed support for a snowmobile
trail, but did not feel that is would be a compatible use with
cross-country skiers on the railroad trail south of County Road 33. It
was the consensus of the Commission that it could recommend that a
snowmobile trail be allowed on the railroad bed from the landfill to

County Road 33, on a trial basis. Jeff Hribar indicated that would
come to the December Commission meeting with more information on the
request. The Commission also asked staff to contact the gravel pit
owners and look for other alternatives for a snowmobile trail.
Commissioner Clair Olson arrived at this time (8:15 p.m.).
5. 728 Area Recreation Program Update/Jeff Asfahl, Coordinator
Jeff Asfahl reported to the Park and Recreation Commission on the 728
Area Recreation Program and the continuing efforts to develop the Joint
Powers Agreement between School District 728 and the participating
local governments.

AS OUTLINED IN THE PARKS MASTER PLAN AND AS DISCUSSED WITH THE CITY
COUNCIL AT THE LAST JOINT COUNCIL AND COMMISSION MEETING. COMMISSIONER
MIKE O'BRIEN SECONDED THE MOTION. THE MOTION CARRIED 6-0.
7. 1993 Budget Review
The City Administrator briefly reviewed the 1993 General Fund budgets
that are related to Park and Recreation activities. These budgets
include the Shade Tree Program, the Parks, the Recreation, and the
Senior Citizen budgets.
The City Administrator noted that the Commission's input on the
expenditure of funds is more related to capital improvements and that
this discussion on use of park dedication funds typically takes place

in the spring of each year. It was stated that the Park
has a balance of approximately $43,000 and that this is
the Park Deciation Fund which currently has a balance of
$60,500.
