Call Meetinq To Order
Pursuant to due call and notice thereof, the meeting of the Elk River City Council
was called to order at 7:20 p.m. by Mayor Klinzing.
Consider 2/5/2001 Council Agenda
THE AGENDA WAS APPROVED BY CONSENSUS AS PRESENTED.
Discussion on Financial Mana.qement Plan
City Administrator Pat Klaers introduced Rusty Fifield from Ehlers and Associates.
He noted that Rusty would be discussing the development of a financial
management plan for the City.
Rusty Fifield explained that this meeting was a workshop to allow him to begin
talking about the process of developing a financial management plan for the
City (See attachment). He reviewed the steps the Council would take to
complete the Key Financial Strategies plan.
Following Rusty's pr_esentation the Council decided to begin the process on
March 26 with follow-up meetings on April 23 and May 7.
Prior to this meeting, Rusty had requested the Council to come prepared to
identify aspects of government financing that the Council wants to be more
aware of and issues that the Council would like addressed in the planning
process.
The Council identified the following issues:
· Mayor Klinzin.q - How to plan for providing services with the potential
future shortfall in revenue due to decline in growth
· Investments, in general, and what is the return on investments compared
to other government entities
· Arbitrage regulations

· Councilmember Motin - Grant possibilities and other intergovernmental
money
· Enterprise funds/current and future
· Condemnation rules and guidelines
· Councilmember Dietz- Possible ways to finance a community center
· Councilmember Tveite - Options and contingencies with various growth
models
· Operating plans/cost efficiencies for providing services
COUNClLMEMBER DIE1-Z MOVED TO APPROVE FUNDING IN THE AMOUNT OF $13,500
FROM COUNCIL CONTINGENCY FOR WORK WITH EHLERS AND ASSOCIATES ON THE
CITY'S KEY FINANCIAL STRATEGIES PLAN. COUNCILMEMBER TVEITE SECONDED THE
MOTION. THE MOTION CARRIED 5-0.
4. Adjournment
There being no further business, Mayor Klinzing adjourned the meeting of the Elk
River City Council at 8:34 p.m.

Pursuant to due call and notice thereof, the meeting of the Elk River City Council
was called to order at 8:39 p.m. by Mayor Klinzing.
2. Consider 2/5/2001 A.qenda
THE AGENDA WAS APPROVED AS PRESENTED.
Mayor Klinzing noted that this special meeting was called by Councilmembers
Tveite and Kuester to discuss reconsideration of the Hillside 8th Addition Plat.
Councilmember Tveite stated that the developer will be making some minor
modifications to the Hillside 8~h Plat. He informed the council that he would be
making a motion to reconsider the motion that denied the plat. He noted that he
wanted to do this at a meeting where the public has been invited to attend.
Councilmember Motin stated his concern that the Planning Commission has a
chance to review the amendments prior to the Council acting on the motion to
reconsider. Councilmember Tveite concurred with Councilmember Motin. It was
the consensus of the Council to request the developer to allow the Planning
Commission to review the proposed amendments to the plat.
Councilmember Tveite stated that on March 12 he will make a motion to
reconsider the motion that denied the plat and that the public is invited to
attend.

There being no further business, Mayor Klinzing adjourned the meeting of the Elk
River City Council at 9:00 p.m.
