Motion carried 6-0. 7.2 2027 Capital Improvement Plan Mr. Shelby presented his report. He provided an added slide showing the summary of the proposed changes. He said these changes included removal of the Hillside parking lot, paying $250,000 from the Park Dedication Fund. He said it would also include an annual increase of $50,000 to the Park Improvement Fund from the Liquor Fund as well as a budget reduction of 10% across phases one, two, and three of the Athletic Facilities Project. Chair Stewart asked if the City Council approved the 10% reduction. Mr. Shelby said at the last City Council meeting, phases one and two were approved, so phase three will have to be added. Commissioner Niziolek asked if the Woodland Trails Regional Park bituminous trail would be replaced since the line item was removed. Mr. Stremcha said yes, it will be replaced but paid for through a different funding source such as the pavement management fund. Commissioner Anderson and Commissioner Niziolek asked if there could be a placeholder when line items are removed. Commissioner Anderson asked if they could plug the paving of the trail back into the year 2028 on the budget sheet. Mr. Stremcha said they could move it back, but that is just money shuffling. Commissioner Anderson said he would like to see it in that line, so he has something to view rather than having it just be gone. Mr. Stremcha said it will be on a spreadsheet for pavement management but just not on this budget spreadsheet. Mr. Stremcha said it would be on the packet of CIP items for the city but on the 5-year budget for pavement management. Commissioner Anderson wants to make sure it gets included. Commissioner Niziolek asked if it is assumed that they will have a special bond revenue in 2028. Mr. Stremcha said it is a moving target in 2027- 2030, depending on the legislature, and they can’t go to any kind of sales tax referendum without the legislative approvals and the council has not given the sign that they would like this to be bonding through property tax funding. It is a placeholder to help keep the conversation earmarked but not necessarily a guarantee that it will happen in 2028. Mr. Stremcha explained that just because it is on the sheet doesn’t mean we have to do it. It is a living, breathing document. He said the items on the budget sheets are moving targets. Commissioner Loidolt asked what projects were done this year at the Plants and Things Recreation Complex for the 35,000 dollars in sponsorship money. Mr. Shelby said they did backstops, bleachers, and improvements to the concession stand. Mr. Shelby said he could get specifics. Commissioner Loidolt asked about getting bullpens out there. Mr. Shelby said he is not sure what progress has been made, but they could discuss using the 2027 sponsorship money for that. Commissioner Anderson asked if they heard anything about the 250,000-county share or if it got out again or not. Mr. Shelby said he is not sure of the status of that, but he can check it. Commissioner Anderson said it doesn’t look like there will be a trail in 2026. Parks and Recreation Commission Minutes August 12, 2026 --------- Page 3 of 3 Moved by Commissioner Loidolt and seconded by Commissioner Goodwin to recommend that the city council approve the 2027-2031 Capital Improvement Plan for the Park Dedication Fund and Park Improvement Fund. 8.
