Motion carried 5-0. 6.3 Housing Rehabilitation Loan Program Update The staff report was presented. There is a new loan for $29,000. Mr. Mollan is working with the Communications team on an ad for the fall home improvement issue of the Star News. Commissioner Beaudry asked if the newspaper ad results in loan inquiries. Mr. Mollan stated that some past loans have come from the newspaper, others from social media posts, or mailers. 7. OPEN DISCUSSION Mr. O'Neil updated the Commission that staff are continuing to monitor the "upper town" area for property acquisition. There was a fire in that area within the last month with minor damage. Mr. Mollan gave 2025 statistics acquired from Placer.ai software regarding residents visiting Elk River and nearby liquor stores. Commissioner Beaudry asked if visitors made purchases or just walked through the door. Mr. Mollan stated the statistics were only those who had walked through the door but he could look into spending habits. Commissioner Beaudry was surprised that there were fewer visitors to the Westbound Liquor store than the Northbound Liquor store. Mr. Mollan stated staff could pull sales data and compare to visits. Commissioner Klutch was curious if the development of the Kwik Trip gas station near the Westbound Liquor store would increase the liquor store traffic. Mr. Mollan stated staff would like to hold a work session regarding Statewide Affordable Housing Aid (SAHA) dollars to discuss future distributions and the agreement with Main Street Family Services. 8. MOTION TO ADJOURN REGULAR MEETING Moved by Commissioner Caswell and seconded by Commissioner Dietz to adjourn the meeting. Motion carried 5-0. Page 4 of 38 Housing and Redevelopment Authority Minutes September 8, 2026 --------- Page 3 of 4 The regular meeting adjourned at 5:45 p.m. Chair Ovall called the work session to order at 5:46 p.m. 9. WORK SESSION 9.1 Downtown Hanging Flower Baskets and Fixtures Mr. Mollan stated that, with the construction of the downtown area streets and sidewalks in 2027, staff were considering forgoing the flower baskets on the light poles. He asked the Commission if they would like to continue to work with YardWorx after 2027 and if they had any idea on where to use the funds typically allocated for the baskets. Commissioner Beaudry asked if the HRA did not spend the money in the budget for that item in 2027 could it be available for subsequent years. Mr. Mollan explained that any unused funds would remain part of the HRA's fund balance. Mr. Mollan asked the Commission if they would be interested in spending the funds on holiday or other more permanent fixtures. Mr. O'Neil gave more details regarding the closing of areas of downtown stating that the project could take 45-90 days potentially beginning in late spring 2027. Phasing of the construction has not yet been decided. Commissioner Dietz was in favor of Christmas decorations that could be used year after year but Chair Ovall stated that holiday decor is seasonal and needs to be stored. Chair Ovall asked if permanent fixtures could include items such as a bike rack. Mr. O'Neil added that the Commission could look into amenities for the downtown reconstruction including trash cans. Chair Ovall asked if staff should discuss the extra funds with the Downtown Elk River Business Association (DERBA). Mr. Mollan stated staff has not yet discussed the funds with DERBA. Chair Ovall asked if any of the funding could help downtown businesses affected by construction during the spring and summer. Commissioner Beaudry was in favor of not spending the extra funds until fall 2027 and see where they are needed after construction is finished. Chair Ovall asked about the recommendation from Yardworx. Mr. Mollan stated the company is okay with skipping the 2027 season and offered a three-year contract from 2028-2030 at the current rate of $20,405.70 per year. Chair Ovall asked about getting a re-bid from other companies. He suggested a one-year contract extension with an inflation rider may be an option. The Commission agreed that the hanging planters should be skipped in 2027 and that the conversation on renewing the Yardworx contract should continue. Commissioner Klutch asked for more information on the proposed construction in the downtown Page 5 of 38 Housing and Redevelopment Authority Minutes September 8, 2026 --------- Page 4 of 4 area. He asked if the HRA could do anything to help small businesses with the negative impact of the construction. Mr. O'Neil commented that the EDA may have more resources to help small businesses and that there have been some conversations on delivery, marketing, low-interest loans, and the process of staging the construction to allow more access to the downtown businesses. 9.2 Land Acquisition Opportunity — Mississippi Road The staff report was presented. Mr. O'Neil gave an overview of the "Bodnar property", a 2 acre lot that may be available for sale and development. This lot would be a good potential site for collaboration with Habitat for Humanity and the site could be divided into 4-5 lots. Considerations include looping the water system, coordinating with the county road for access, potential need for a cul-de-sac, and getting a variance to allow narrower lot sizes. Mr. O'Neil stated that SAHA funding could potentially be used for some of the purchase. He stated his goal would be that the HRA did not lose money on this property. Commissioner Caswell asked if there may be a possibility of grants. Mr. O'Neil stated staff could look into grants but he would like to build a purchasing model without using them. Mayor Dietz left at 6:23 p.m. Mr. O'Neil commented if the property owner decides to sell to someone else, the property may still be improved, but different sites would still be needed for Habitat for Humanity builds. 10. MOTION TO ADJOURN Moved by Commissioner Klutch and seconded by Commissioner Beaudry to adjourn the meeting. Motion carried 4-0. The meeting adjourned at 6:24 p.m. Minutes prepared by Katie Porath. _________________ Nate Ovall, Chair _____________________ Justin Dunford, City Clerk Page 6 of 38 Page 7 of 38 Page 8 of 38 CITY OF ELK RIVER Balance Sheet September 30, 2026 Fund 910 - HRA Assets 910-1000 Cash - HRA 1,832,934.96 910-1190 Loans Receivable 222,255.04 910-1193 Forgivable Loan 75,000.00 910-1194 Allow for Forgivable Loan (75,000.00) 910-1195 Note Receivable 400,000.00 910-1310 Due From Other Funds 138,809.03 Total Assets 2,593,999.03 Fund Equity 910-2400 Fund Balance 2,464,862.29 Revenues over Expenditures - YTD 129,136.74 Total Fund Equity 2,593,999.03 Total Liabilities & Equity 2,593,999.03 Page 9 of 38 CITY OF ELK RIVER Revenues with Comparison to Budget For the Month Ending September 30, 2026 Fund 910 - HRA Period Actual YTD Actual Budget Unearned PCNT 910-3-0000-3111 Property Taxes - 240,692.69 469,450.00 (228,757.31) 51% 910-3-0000-3621 Interest Income 5,403.23 50,055.32 40,000.00 10,055.32 125% Total Fund Revenue 5,403.23 290,748.01 509,450.00 (218,701.99) 57% Page 10 of 38 CITY OF ELK RIVER Expenditures with Comparison to Budget For the Month Ending September 30, 2026 Fund 910 - HRA Period Actual YTD Actual Budget Unearned PCNT 910-4-6100-4101 Regular Pay 11,442.74 52,371.51 92,000.00 (39,628.49) 57% 910-4-6100-4103 Part-time Pay 375.00 2,550.00 4,500.00 (1,950.00) 57% 910-4-6100-4104 PERA 858.21 3,927.06 6,950.00 (3,022.94) 57% 910-4-6100-4105 FICA 709.45 3,256.82 6,000.00 (2,743.18) 54% 910-4-6100-4107 Medicare 165.92 761.47 1,400.00 (638.53) 54% 910-4-6100-4108 Insurance 1,008.00 7,056.00 20,750.00 (13,694.00) 34% 910-4-6100-4109 Workers Comp - 261.00 450.00 (189.00) 58% 910-4-6100-4112 PFML 45.56 239.73 500.00 (260.27) 48% 910-4-6100-4201 Office Supplies - 82.30 100.00 (17.70) 82% 910-4-6100-4219 Operating Supplies - 5,932.00 - 5,932.00 0% 910-4-6100-4304 Legal Fees - - 3,000.00 (3,000.00) 0% 910-4-6100-4319 Professional Services - - 30,000.00 (30,000.00) 0% 910-4-6100-4331 Travel, Conferences & Schools - - 1,000.00 (1,000.00) 0% 910-4-6100-4349 Advertising/Marketing - 6,598.00 9,750.00 (3,152.00) 68% 910-4-6100-4359 Publishing - - 500.00 (500.00) 0% 910-4-6100-4401 Bldg Repair/Maint Services - - 500.00 (500.00) 0% 910-4-6100-4404 Software Services - 5,443.68 7,500.00 (2,056.32) 73% 910-4-6100-4409 Contractual Services 3,776.14 28,081.70 27,000.00 1,081.70 104% 910-4-6100-4433 Dues & Subscriptions - - 2,500.00 (2,500.00) 0% 910-4-6100-4510 Land - - 200,000.00 (200,000.00) 0% 910-4-6100-4530 Improvement Project Contract - - 50,000.00 (50,000.00) 0% 910-4-6100-4721 Transfer-General Fund - 40,550.00 40,550.00 - 100% 910-4-6100-4735 Transfer-EDA - 4,500.00 4,500.00 - 100% Total Fund Expenditures 18,381.02 161,611.27 509,450.00 (347,838.73) 32% Net Revenue Over Expenditures (12,977.79) 129,136.74 - 129,136.74 0% Page 11 of 38 The Elk River Vision A resilient, welcoming, and thriving community that leads through innovation, meaningful engagement, exceptional service, and responsible planning for future generations. Request for Action To Housing and Redevelopment Authority Item Number 4.5 Meeting Date October 5, 2026 Prepared By Joshua Mollan, Economic Development Specialist Item Description Yardworx Mutual Termination Agreement Reviewed by Brent O'Neil Cal Portner Action Requested Approve, by motion, the attached mutual termination agreement with Yardworx Outdoor Services. Background/Discussion The HRA is in the second year of a three-year contract with Yardworx Outdoor Services for all-inclusive hanging flower basket services. With the upcoming Main Street and Jackson Avenue reconstruction slated for 2027, staff recommends forgoing next year's installation and maintenance of the hanging flower baskets due to uncertainty of the status of the light poles, inadequate access for watering and other maintenance, and risk of damage by large equipment. The HRA discussed this topic at last month's work session and were in consensus to forgo Yardworx's services for 2027. This mutual termination agreement will terminate the original agreement dated August 9, 2024, effective October 16, 2026. An agreement for hanging flower basket services beginning in 2028 will be considered at a later date. Financial Impact The HRA will no longer be contractually obligated to pay $20,405.70 to Yardworx Outdoor Services for services in 2027. Mission/Policy/Goal The HRA recognizes the need for appropriate permanent fixtures available for public use to maintain a safe, clean, and accessible downtown area to preserve the vitality of the business district and prevent the emergence of blighting conditions. Background/Discussion The Downtown Elk River Business Association (DERBA) was gifted an oversized Adirondack chair from Plants and Things in May 2024. The chair was originally on Housing and Redevelopment Authority (HRA) property before being moved to the plaza at Granite Shores during the King Avenue lot reconstruction. Last month, the HRA executed an MOU with DERBA to place the chair back on HRA property. Since the execution of that MOU, DERBA has coordinated placement of the chair on property owned by First Bank Elk River. With the HRA no longer being a party to chair placement, terminating the MOU will release all obligations of the HRA and DERBA. Request for Action To Housing and Redevelopment Authority Item Number 9.1 Meeting Date October 5, 2026 Prepared By Joshua Mollan, Economic Development Specialist Item Description Statewide Affordable Housing Aid Reviewed by Brent O'Neil Cal Portner Action Requested Discuss upcoming SAHA expenditures. Background/Discussion To date, $40,000 of the city's Statewide Affordable Housing Aid (SAHA) funds have been deployed to Main Street Family Services to support Elk River residents and families in need of housing support, with another $10,000 set to be deployed to them this quarter. The current balance of the city's SAHA funds is just over $200,000. In order to keep the funds in the community, the city must spend $44,063 by 12/31/2027, otherwise be sent back to the state. The city is due to receive $40,788 over two installments in 2027. It is anticipated, yet not certain, that the city will continue receiving similar funds in 2028 and beyond. The funds must be spent on qualifying expenditures related to affordable housing. The HRA should consider how these funds should be spent in 2027 and beyond. Previously discussed options include renewing the partnership with Main Street Family Services, supporting Habitat for Humanity's home building program with Elk River Senior High School, and expanding program offerings. Background/Discussion The HRA has budgeted $28,000 for Contractural Services in 2027. With the funds of roughly $20,000 planned for hanging flower basket services to be left unspent, the HRA could consider alternative ways to support the beautification of downtown in 2027. Options include but are not limited to: ▪ Purchase a large fall-themed light fixture. ▪ Purchase a large winter-themed light fixture. ▪ Contribute to beautification amenities in the downtown improvement project. Beyond 2027, the HRA can also consider Yardworx's offer to provide all-inclusive flower basket services for 2028–2030 at the same annual price. Financial Impact N/A Mission/Policy/Goal The HRA recognizes the need for appropriate permanent fixtures available for public use to maintain a safe, clean, and accessible downtown area to preserve the vitality of the business district and prevent the emergence of blighting conditions.
