Community Development Department
Development Status Report
Purpose: The purpose of this bi-monthly document is to give the Council an update
of on-going and projected new projects and activities.
. Elk Ridge Center
- Spring start for New Horizon Daycare. All building permits have been reviewed
and approved.
- Summer construction start anticipated for a freestanding facility for Pearle
Vision.
- Multi-tenant building on hold.
. Carson Business Park
- Walgreens site plan reviewed and approved with a May anticipated start.
M & I Bank site plan on hold.
· Residential Development
- River Park - construction of 3 single family models starting in River Park -
starting in February
- Final plat applications submitted to Gty:
1. Alea Rae
2. Kingdom Estates 3rd Addition
3. Carverwood Hills
- Final plats submitted to Sherburne County for Recording
1. Raivala Addition
2. Elk Ridge Center 3rd Addition
3. Timberland

- Interest in Jackson Villas has been reinstated; item on May Planning Commission
agenda for architectural change.
. North of Highway 10 Redevelopment
- Work on inventory, goals and objectives, and preliminary land use concepts
_ Engineering inventory work completed
_ Hired Ehlers and Associates to work with staff to create redevelopment pro-
forma models in order to understand future valuation needs. The outcome of
this information is to assist in understanding the amount of future land value that
will have to be redeveloped in order to make the redevelopment economically
feasible.

- After the aforementioned information is acquired, preliminary land use will be
developed for Commission! public review.
. Downtown Revitalization Project
- Anticipated Bluff Block start - Mid April, 2006 (financing completed April 4,
2006)
- Jackson Place -Late summer of 2006 depending on the outcome of tax credit
allocation issues
- Rivers Edge Commons Park - June/July start in 2006
Staff has spent a large amount of time working with Metro Plains, et.al., with
issues associated with the closing document.
· Holzem Project/East of County Highway 40 Properties
_ Project is now known as "Liberty Heights Estate"
- Environmental Assessment Work Sheet is being processed
- Goal is to process all required land use applications by May/June
. 169/County Road 33 Redevelopment
- Anticipate starting this in late 2006 as a major 2007 project.
- Discussion on a "Valuation Study" has been scheduled for the May 1,2006
Council meeting as a start to this process.
. Special Projects/Programs
- Successful Development Forum with 35 participants
- Preparation and implementation of the "State of the City".
. Gateway Business Center
- Facilitating a discussion with the EDA (City Council through their representation
on the EDA) to develop specific direction on various policies regarding
surrounding land uses, wetlands, etc.
. Northstar Business Park
- No new inquiries
- Construction continues on Alliance, mI and MET

- Quality Label is has started their construction in Elk River Business Park
· Community Development Organizational News
- Completed interviews for the Planning Manager position (3) - offer pending.
- Completed interviews (AprilS) for Environmental Technician position (2)
- Reformatting land use applications/access for the same on the web.
· Northstar Corridor/Area Development
- 60% of plan design has been completed.
. 175th Redevelopment
- Council approved on October 17, 2005 - No additional work to date
· Landfill/Mining
- Work in progress regarding Landfill Environmental Impact Study
· Boards/ Commissions
- EDA will be completing amendments for TIF, Abatement, and Micro Loan
Policies, in addition to review by other commissions.
· Building Reviews
- 125 single family residential permits issued to date.
- Recently issued commercial permits:
· Fairview Clinic second story/May anticipated start
· Tractor Supply/ April-May start
· American National Bank! April-May start
· Bank of Elk River/May start
· Bluff Block! April start
. Complaints
- Several complaints on junk cars. Discussions being held with Police Department
regarding jurisdiction.
