Meeting of July 26, 1965
Members Present: Derr, 'ongoll, lu1hnson, Siegler, Dan Bailey.
Meeting was called to order by Dan Bailey who introduced a representative
of the Community Planning Commission of the Department of Business
Development, Ron Kaliszewski. The next steps under the "701" program
were discussed at considerable length and the following items were some
that were mentioned: 1). the village council should resolve that the "701"
program shOUld be entered into with a sureness that the one-third share
of costs will be appropriated by the village and the consultants may be
selected. 2). After selection the council must resolve that a grant be
requested from the Federal Government and that the one-third share will
be available. This share may be paid in two fiscal years. 3). Limitations
of-tl~ ]5tU ~Mt:cl 3tCf'~ of the community planning division are the professional
planner must be qualified and that the grant must be used for planning
purposes. The consultant chosen should be interviewed with attention given
to previous work done by such consultant, his present work load, the
availability of the planner in charge, what back up facilities would be
available in case such planner left his present position, etc. The state
reviews any proposed jobs and advises on appropriateness of cost, ',itUi88 !8L
These steps of planning were summarized: a_. inventory and analysis,
b. goals and objectives, c. planlpreparation and d. implementation.
The following resolution was presented to the village council:
RESOLVED:
That the Village Council approved continuation of
community planning activity to the extent of the
commission interviewing professional planning
firms to determine the probable cost under "701"
program.
RESOL VED:
The planning commission recommends that the
specific request from "School Children Shelters,
Inc., " of advertising type shelters be denied.

The Elk River Planning Commission met on November 8, 1965. The
following members were in attendance: Dan Bailey, Les Derr, Dick
Gongoll, Paul Siegler, John MacGibbon and H. L. Johnson. Also present
was Jerry Spencer from the County Planning Commission to report the
action of the County Board of Commissioners relative to planning.
He advised that the County Planning Commission had recommended to
the County Board and that the County Board had resolved to enter the
701 planning program with the intent of hiring a Planning Consultant
and that they had volunteered cooperation with the Village of Elk River
or any other village in the County in a joint effort toward planning.
There was general discussion of ways to implement progress in this
area on a joint basis and it was agreed to keep in touch with the County
Planning Commission in the selection of a planning firm. It was also
decided to contact t~ proper people in Wright County to try to learn
something about the planning job that had been started there. Mr. Spencer
was to advise when such a meeting might be arranged and at this point
he left the meeting.
There followed a general discussion of the financing necessary in the 701
program and the timing that would be required for this. It was decided
that Mr. Gongoll would report progress and general financial requirements
. to the next council meeting.
It was decided to set up a regular meeting on the last Monday of each
month at the First National Bank at 7:30 p. m.
Siegler volunteered to contact some planning firms with the intent of trying
to learn something about their availability in the coming year.
Action was taken to recommend to the Village Council that they clarify
their permit issued to the Guardian Angels Foundation for the Senior
Citizens proj ect.
