Meeting of the Elk River Village Planning Commission
Monday, April 27th, 1970.

In the Absence of the Secretary, the Minutes were taken by the Chairman,
Dan Bailey,
The first order of Business was the consideration of the propOsed
plat of mrvin Moldenhauer. Members of the commission saw a future problem
in that the street shown in the proposed plat contained a low place in its
center whereby runoff would tend to collect in the street. While it
apparently would not be serious at the present time, it would, when the
street was surfaced probably require a storm sewer to remove the tnapped
surface water. The commission could forsee that when the plate and the
adjacent lands were incorporated into the village the problem would then
become a burden on future taxpayers.
It was also pointed out that at the present time, prior to the passage
of a platting ordinance, and prior to the extension of that platting ordinance
to the two mile limit outside the village limits, the commission could do
no more than reccomend to the county planning commission.
A motion was made and seconded that "The Village Planning Commission
reccomend to the County Planning Commission that prior to the acceptance
of the preliminary plat of "Orono Lake 2nd Addition" a contour map be made
to one foot intervals showing elevations in said plat, and that a"proposed
road profile"map be made of the street shown in said plat to the end that
grade levels might be set that would provide for the suryace drainage of
said street. Motion carried.

The second order of business was the consideration of the proposed
SCHOOL VIEW 1st ADD. (by Marvin George Builders) .
The following information was pointed out.
1. That practically all the lot sizes were under 20,000 sq. ft.
2. That all lot sizes were over 15,000 sq. ft.
3. That the general plan of the street layout looked feasable.
4. That the flood level of the lagooning area should probably be set at
903 feet, and that this would require excavation.
5. That it was apparently the intention of the plattor to have the land in
the plat annexed to the Village of Elk River.
6. That the object of such annexation would be to obtain sewer and water
service.
7. That the nearest sewer and water lines are about 1300 feet from the
point of access to the nearest lot in this addition.
8. That a water main run to this point would cost in the neighborhood of
26,000.00 dollars.
9. That even with annexation the probability of installing either a water
main or a sewer main xexe was remote.
10. that The lot sizes as now shown ~o not comply with the platting ordinances
(as proposed) of the village, or the Platting ordinance of the County.

Motion was made and seconded that BBi<<x~ixx the Village Planning Commission
reccomend to the County Planning commission that said ~xmB preliminary plat

and subdivision regulations
be made to comply with the Proposed zoning ordinance/os the various government
bodies involved. Motion Passed.
The third order of business concernd an application for a variance concerning
a remodeling of the Frank White house on Lot 2m of, Block,6,..Houlton"s Addition
to the Village of Elk River. The gist of the variance was to EkBRwexxHBx add
an apartment in the basement of said house.
It appeard that the Land is zoned single famly dwelling, and that the use is
already in fiolation of the zoning code., and that an addition of another appartment
would fusrther violate t-e code. It was decided to table the application pending
a statement from the owner as to his actual intentions.
Jack Fr~~nd'was at the meeting and considertion was given to a prelimiary
administration report and a preliminary zoning ordinance was handed out for study and
in preperation for review at the next meeting.
