05-31-1966 PC MIN MINUTES OF THE ELK RIVER PLANNING COMMISSION May 31, 1966 - All Planning Commission members were present A request was made by Jack Proulz of U. S. Homes forazoning change in an area on Morton Street by the Angel Apartments from poe District to R2 for Multiple Dwelling. Mr. Proulz was advised and requested to present a written plan with elevations and other items which had been verbally discussed. He requested immediate action on his proposal. A motion was passed to table the proposal for further study until more specific information is forthcoming as to grades, levels, sewage disposal problems, etc. A motion was passed to advise the Village Council that it is the Planning Com- mission's interpretation that the type of proposed building requested by Mr. Barsody in his application for a milk dispensing building is covered by the Special Use Permit Section of the existing zoning ordinance.. A motion was passed to advise the Village Council that non-thoroughfare streets be not less than 30 feet and thoroughfare roads be not less than 40 feet paved width. . . . Also attending were Gene Krueser and Joe Barsody Barsody would like to have Gloverleaf Warehouse west of Highway 101 and north of County Garage building. The zoning ordinance appears to require a special use permit under C-2 to have a warehouse. Land now zoned R -C and multiple dwelling. There was discussion as to whether a zoning change was necessary from the south line of Sixth Street south to adjoining C-2 district 160 feet deept AftEr discussion and review of the ordinance, the commission decided to advise the Village Council that it is the commissions interpretation that the type of proposed building of Mr. Barsody's Cloverleaf application is covered by the special use permit section of the existing zoning ordinance. It was also decided to advise the Council that non-thoroughfare roads be not less than 30 feet and thoroughfare roads not less that 40 feet paved width. A Mr. jack Proulx from U. S. Homes requested permission for three double bungalows on Morton Street by Angel, .apartments. It was decided that this would require a zoning change from POC to R -2 for multiple dwelling. Mr. Proulx was so advised and requested to present written plan with elevations and other items agreed to, such as removal of present building. He requested immediate action on his request. Gongoll moved to "table" to give proposal further study U'Iltil more information is forth-coming. Seconded by Bailey. Motion was passed. A part of the problem in the above matter was in the sewer problem and the proposed drain field and septic system at this site.
