VILLAGE PLANNING COMMISSION.

Meeting called to order at 7:30. First Order of BUsiness was the Hearing
concerning the HEX issuing of a varials to use the property at the
Northwest corner of Pcoctor and 4th street for a pbulic library site.
Six people ap~eared that were interested and they were all in favor of
the site. No one on the commission had had any adverse ~eed back about
the site or the issuance of the special use permit. It was moved by
George Zabee and Seconded by Larry Toth that the Special Use Permit be
Granted. Motion carried.
No report as yet from the planner concerning further programing as to
Planned Annexation.
There was a request from the Village Council for a traffic study and
for reccommendations concerning the handeling of traffic in the area
of Jackson and Railroad Drive and in the area of the postoffice. It was
decided to contact Dick Fredland to get suggestions on how to chart
the traffic flow in such a way that he could come up with reccommendations.
The question of Bike paths and sidewalks to the new school and to the present
schools was brought up. THis also grought up the question of a bike path to the
swimming beach. This brought up the request for a pedestrian count and/ora
bike count. It was thought that this would make a good project for a social
studies class in senior High. Mr. Zabee thought this would be a good aproach.
It was thought that the suudy should include bike paths to the park, the golf course
between Jr. Highs, on Jackson and East of Jackson to the New Grade schools
The Proposed plat of Knollwood West 2nd Addition was presented to the Planning
commission for pleminary approval. This plat lies entirely withing the 2 mile
limit of the VIllage of Elk River and is thus subject to the platting
regulations of the Village. The motion was made seconded and aarried that
the plat be approved as shown with Ulysses street running through to the
edge of the platted area.
The planning commission discussed the lack of park area or any prov~slon for
green areas for the people in this plat---whether the park area or green area
was in this plat or located elsewhere. The Commession felt that steps should be
taken to reserve either land or money for parks or futnre parks and/or green areas,
either in the proposed plat or in some neighboring area.
