05-17-1978 PC MIN - SPECIAL SPECIAL PLt~~~ING COW~ISSION ~1EETING t-1ay 17, 1978 7:30 P.M. Members present: Vice Chairman Fredericksen, Commissioners Nelson, Fox, Thompson, Rootes, Holmes and Lucas. The minutes of the April 24, 1978 meeting were approved as printed. Tom Noon appeared before the Board to req~est a zoning change from A-l to R-l in connection "~th proposed golf course and residential development in Sec. 31. There was discussion on lot size and sewer and water. The Board felt the one-half acre lot size would not be satisfacto~j for individual septic tanks and wells. There is at least an instance in the City where similar lots vdth septic tanks and wells resulted in contaminated water. There was a suggestion that a commupity water system be constructed. Mr. Noon said he felt this would not be feasible due to cost and because he was planning only to sell a few lots per year. After much discussion a special meeting was scheduled for June 7', 1978 at 7:30 P.M., upon motion of Fox, seconded by Lucas and carried. Mr. Noon was advised to complete the application for a zone change hearing for June 7, 1978, bring along a few cost estimates for the Central water system and bring along a preliminary plat. Zack Johnson of Mateffy Engineering met vuth the Board. The Board discussed the problem of build:ers not securing building permits before construction begins and sometimes not at all, and of not letting Holmes know when he may inspect. A mandatory licen~e for builders and contractors was discussed to be included in the nev.l ordinance pri.E,e,~~';;J. The State, County and City codes have basically the same rule for penalizing builders who are working on unauthorized construction. Inspector Holmes was encouraged to enforce the rule. The Board discussed work in the new Planning and Zoning Ordinance. Meeting adjourned at 10:00 P.M. LoJ-~ Rec~.er
