03-27-1978 PC MIN PLNm~ING CO~ll~ISSION MEETING March 27, 1978 7:30 P.M. Commis$ioners present: Toth, Fredericksen, Nelson, Zabee, Thompson, Fox, Lucas, Rootes and Driessen. The minutes of the Februa~j 27, 1978 meeting were read and the follo"~ng corrections were made. Commissioner Driessen was present at the meeting. The problem of a housing development being accessed by a private railroad crossing (former Henning property, nOi~ o-vmed by David Peterson) vias discussed and a letter from Burlington Northern was read. The letter stated that this crossing is private and should be used only by the party nOvl living on the farm, the Wallace Okland's, who hIod the railroad lease. In order for this to become a public crossing, cross bars and signals would have to be installed at the City's expense after the public crossing had been petitioned from the Department of Transportation. A motion was made by Commissioner Fox and seconded by Commissioner Rootes that it be recommended to the City Co1i.ncil that no more building permits be issued for this property located in Sec. 30, Twp 33, Range 26 lying North vlesterly of railroad (David Peterson property) until the problem of proper access can be settled. Motion passed unanimously. Ga~ Santvure of Gar-San Enterprises was present regarding a request for variance on Lot 6, Blk 19, Village plat for a propossed office building. There was a long discussion during which time it was discovered that the Building Inspector had not looked over the plans. The Board felt it was necessary to have the Building Inspector's views in such cases. Also, they would like the City Clerk's signature on the applications. l'-1r. Sant- 'ture vIas directed to talk to Jack Holmes, determine exactly what set-back variances are needed and then bring the plan to the Special April: 10, 1978 meeting. Zack Johnson of Mateffy Engineering and Association, was present regarding letter of agreement for planning services. Work sessions to begin studying and writing the Planning and Zoning Ordinance were discussed. Chairman Toth chose one Commissioner from each of the Wards to work on the Ordinance, those being Zabee, Driessen, Lucas, and Fox, the Chairman of this group; and one Commissioner from each of the wards to 'Ylork on the Zoning and Land Use, those being Thompson, Nelson, Rootes, and Fred-" ericksen, the Chairman of his group! They ldll not necessarily create a ne1~ complete Planning and Zon:Ll1g Ordinance, but 'Will corrdinate the County Plan (for the former TOv1nship) and the City Plan and vnll make only necessary and pertinent changes. Mr. Johnson told the Board he would study the two ordinances and would have something compiled for the Board to study the first week in April; and will meet 1uth both groups on Apri*., 10, 1978 the evening of the Special Meeting. He also had information on PlanPing Grant possibilities. Those being the RDC Grant (75%) for vlhich application nnlst be submitted to the State by May 16, 197B; State Plan..11ing Grnat (75%) 'tihich application must be sub- mitted by July 1, 1978; and HUD Grant (100%) for which application must be submitted by I\lay 1, 1978.
