The meeting was called to order at 7:35 P.M. by Commissioner Fox.

3 . Agenda
The Planning Commission approved of the October 22, 1979 agenda.
4. United Methodist Church
Jim IJystrom, representing the Uni tea fflethodist Church, and Darrell LeBaron,
an architect, appeared before the Planning Co~~ission to re~uest variances
for setbacks and off-street parking. Mr. LeEaron explained the reasons,
both present and future, for the design proposed. This proposal was discussed
previously with Bob Middaugh and Herb Adolphson to try tb forsee any
problems. One problem was an off-street parking which could be solved by
vacating Quinn F.venue bet"reen 4th street and I'ilain street. 1rlr. :Nystrom had
talked to various adjacent neighbors and found no opposition to these
changes. Archie Larson, a neighbor was concerned about enough parking
spaces. Commissioner Driessen questioned the probability of widening the
street 3-4 feet to gain protection of passing cars. Mr. LeBaron explained

PASSED 6-0. The off street parking variance v~s then discussed. It was
stated. 'that there 110uld be seating for 229 people a.Yld 32 parking spaces
were available. The present ordinance calls for 1 space for every 4 people
which would require the church to have approximately 56 spaces. Commissioner
Holmes was concerned that the Planning Commission may be limiting the
church from expanding in the future. Mr. Nystrom could not see the church

5. 3rentwood preliminaIJT Discussion
Jim Klein appeared for TIennis Anderson regarding Erentwood development.
He explained this development would be on Highway 169 across from
Hyland Hills. Commissioner Fox did not thi~~ the City Council would
accept the park as proposed and also was concerned that lots 1-9 might
not be buildable because of sound barrier requirements. Co~~issioner
Hi~~le suggested getting rid of some of the cul-de-sacs. The Com~ission
would like to see Lowell Circle corillect with Lowell street. Jim did
not thi~~ it was possible, because of the contour of the 1~~d7 to connect
Lowell Circle to 196th Circle. The Corr~ission suggested a few alternatives.
Basically, the lots are of proper size. There are 92 lots averaging-2i
acres. There are a couple lots approximately 1 acre or less and it was
suggested that the minimum should be 1~ acres. The Co~~ission also would
like to see 196th Avenue and 197th Avenue straightened out a little. It
was noted that vari~~ces would be needed for lot size.
6. Archie Larson turned over to the Planning Corrmission, old letters, maps,
lists, etc., regarding parks.
