3. H:lland Hills
James Lund, representing Hyland Hills Development, presented his revised
development plans. Mr. Lund informed the Commissioners that the people
in Knollwood were. not interested in giving a right away in order to
hook-up with the Hyland Hills Development. After a lengthy discussion
concerning P~l~~d Hills, Chairman Fox asked if anyone in the room (public)
would like to speak on the development. No one presented any comments.

1. Need State Highway Department to approve in ~Titing for access
into and out of development.
2. Money to be put in escrow by developer for future development of
roads into Knollwood.
3. street n~~es should be changed to be consistent. 197th Avenue
and 201st Avenue should be changed to Carson Street Carlson
Lane should oe changed to Dodge street.
4. Keep all street grades at 5% or less. street grades at Highway
169 South enterance should be flattened to give greater sight
distance and stopping distance through vertical curve at station
4+00 .
5. Need a percolation test.
6. Need to send' to Herb the stud~r d-one on drainage. Also fall
drainage easements should be shown.
7~ All culverts must be ShOvill on final plan.
MOTION PASSED. Mr. Lund was informed that he will have to bring back the final
plans for approval.
4. Tamarach Preliminar~y Plat
I~lr. Gene Ha21.kanson of :Iak:anson P...nderson J~ssociated, and Ijlr.:.c Dick Carson
of Car-Son Eomes explained to the CO~1iissioners their proposed develop-
ment. It was pointed out by the developers that each of the 92 lots
are about 1.35 acres in size, and that the area will include a 72 acre
park, (football, baseball, and softball fields; plus picnic areas).

1. Grades around pond and safety of pond should be checked out,
(possible metals and other debris in bottom of pond should oe
checked and removed)
2. Variance for lot size will have to be worked out (see #1 in Zack
Johnson letter dated April 10, 1979)
3. Possible easements into future developments should be checked
out. At Lincoln, a temporary cul-de-sac should be located at
the end of property for future expansion. There should also
be easement at lCennedy street and in exception area.
4. All street grades should be 5% or less. A copy showing this
~~ll be sent to Nr. Adolphson.

checked with John Oliver.

blocks and lots can be found in Zack Jorillson's letter to

8. The C1J~rrent A-2 zoning requires a minimu.l71 lot l"Jidth and depth
of 200 feet~ A variance for the effected lots should be checked
o'ut, (see iF8 in Zack Jol1nson letter dated .April 10, 1979)
9. County Road No. 40 reqUires a 50 feet setback from center line
of the road.
10. ~'uD concept should oe dropped. (Zack Johnson letter; point #2)
11. Access from Lincoln Circle to County Highway 40 is unacceptable
with only one outlet.
12. The concept of re-subdivision of larger lots should be studied.
(see item #7 in Zack Johnson letter)

)0 Chuck Christian Sketch Plan
An informal discussion took place concerning the sketch plan. The Commissioners
suggested the following points:
1. Cul-de-sac. roads should be addedo

2. Drainage and utility easements should be shovm.

6. GaTJr Santwire
Mr. Sant~~re proposed to the Commissioners the possibility of building an
8-unit to~7iliouse complex on 187th Circle located off of Eighv~y 10 and Lake
Orono. This would also include a recreational area and park area. The
question of zoning was discussed, and it was suggested that Mr. Santwire check
with the City Planner on which type of zoning would 8e appropriate. Also,
a new plat should be sent to Mr. Adolphson as soon as possible.
7 . Jerry l(inor
Mr. Minor discussed the possibility of expanding his area for commercial
use. To do this he would have to ~ush dirt into a present pond. Mrs Kinor
pointed out that the pond would not be destroyed. Also, a new service road
will be built along Highway 10 to join up with Yale street. It was pointed
out to Mr. Minor that zoning in this area could possibly change in the future.
8. Herb Adolphson
Mr. Adolphson informed the Cormnissioners to get their maps in to him.
9. Special Meeting
A special meeting will be held April 30, 1979 at 7:30 P.M.
