SR 04-17-2006 City of Elk River REQUEST FOR COUNCIL ACTION Agenda Section Meeting Date En ineerin A ril17, 2006 Item Description School Street/High School Parking Lot Signalization Bid Award Introduction Based upon City Council direction, plans were prepared and competitive bids received for the construction of a traffic signal at the intersection of School Street and the High School parking lot. Discussion This project was initiated in cooperation with the School District in an attempt to provide better traffic control at this intersection during peak flow times at the start and end of the school day. It also is an attempt to get the community service officers who direct traffic every evening out of the street proper. Financial Impact The School District has committed to funding one-half of the project cost. The low bid received was from Design Electrical Contractors in the amount of $147,077. Overhead on this project has been estimated at 20 percent, resulting in a total project cost estimated at $176,492.40. The cost is to be split between the City of Elk River and the School District in the amount of $88,246.20 for each party. The Gty Council has proceeded based on the School District's commitment to fund one-half of the total project cost. Bids were opened last Tuesday, and the low bid was received from Design Electrical Contractors in the amount of $147,077. Typical overhead on Gtyprojects is estimated at 28 percent. Since this project does not include some of the typical overhead items, we are lowering that estimate to 20 percent, making the total project cost estimated $176,492.40. Based on a commitment to fund half of this project cost, the School District's share would be $88,246.20. It is my understanding that the School Board has already committed to this funding and that you have had discussions with Lori Johnson, Gty Administrator, regarding the method of payment. Therefore, this letter is intended to provide you specific information now that the project has been bid. We are intending to present the contract to the GtyCouncil for award and execution at their April 17, 2006 meeting. Should you have any concerns regarding the School District's share or method of payment for this project, please contact LoriJohnson or myself before the Gty Council meeting on the 17th. S:\EngineerImprovProj\2006 Improvement Projects\School St Signalization \03 30 061tr Ocr.doc WWW.Cl.e-rIVer.mn.liS RESOLUTION 06- A RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION ACCEPTING BID AND AUTHORIZING EXECUTION OF CONTRACT IN THE MATTER OF THE SCHOOL STREET /HIGH SCHOOL PARKING LOT SIGNALIZATION IMPROVEMENT OF 2006 WHEREAS pursuant to a City Council Resolution 06-22 passed at the February 21, 2006 meeting, competitive bids were solicited and received for the School Street/High School Parking Lot Signalization Improvement of 2006; and WHEREAS the City Council has considered the amount of the bids and the responsibility of the bidders and determined that Design Electrical Contractors, is the lowest responsible bidder; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota: 1. The Mayor and City Administrator are authorized and directed to execute, on behalf of the City, such contract with Design Electrical Contractors, as is approved by the City Attorney, for the completion of the School Street/High School Parking Lot Signalization according to the approved plans and specifications designed by City Council Resolution. 2. The City Administrator is authorized and directed to forthwith return to all bidders the deposits made with their bids upon execution of the contract specified above.
