SR 04-17-2006 City of Elk River REQUEST FOR COUNCIL ACTION Agenda Section Meeting Date En . eerin A ril17, 2006 Item Description 193rd Avenue Corridor Stu Item Number Introduction The City Council ordered work to begin on the 193rd Avenue Corridor Study in mid-200S. Since that time an analysis has been prepared, a Federal grant has been received, and informational meetings with affected property owners have been held. Discussion There were four alternatives laid out for possible routes from the east end of 193rd Avenue in the Woods at Hillside Addition to CSAH 13. The City Council asked for a more detailed analysis relative to the land acquisition, properties to be acquired and construction costs to help with the determination of the best alternative. At Monday evening's meeting, I will have a detailed PowerPoint presentation providing the additional information. I have also had a meeting with John Menter, Sherburne County Public Works Director, in an effort to firm up the County's decision as to the best location for a new 193rd Avenue intersection and how the County will deal with the Tyler Street/ CSAH 13 existing intersection. As directed by the City Council, a mailing has been sent to a large area surrounding the existing and proposed 193rd Avenue Corridor, informing them of the status of the process and the discussion to take place Monday evening. Financial Impact As indicated previously, it appears that Elk River will receive a $950,000 Federal grant for the construction of the 193rd Avenue Corridor. This grant will fund approximately 70 - 80 percent of construction. The City will be responsible for the remaining construction cost, all land acquisition costs and all overhead costs. Attachments Attached is a copy of the mailed notice which was sent regarding this evening's discussion, along with a map showing roughly the boundaries of the mailing. Action Requested Discussion regarding the four options proposed, elimination of any options if possible, and consideration for setting a public hearing date to continue the option discussion with the affected property owners in attendance. The City Council asked staff to provide a more detailed analysis of the four alternatives presented for the 193rd Avenue Corridor from Woods at Hillside Estates to CSAH 13. This analysis will include the amount of land acquisition both for the road right-of-way and remnant parcels, an estimate of the properties impacted and homes or businesses that may need to be purchased and! or relocated, along with construction costs. City staff is scheduled to present this information back to the City Council on Apri117, 2006. The City Council wanted to have the residents notified of this meeting, although it is not scheduled as a public hearing. This is to keep you informed of the progress on this issue. We expect that the City Council will schedule a public hearing after receiving and analyzing this additional information. Mailed notices will again be provided for the public hearing in the future.
