03-24-1980 PC MIN ELK RIVER PLANNING CO}lliISSION MEETING HELD AT THE ELK RIVER PUBLIC LIBRARY March 24, 1980 Members Present: Commissioner Fox, Hinkle, Driessen, Tracy, and Lucas. Also Present: Herbert S. Adolphson, Community Development Director. Due to the lack of a quorum, Item #4 on the agenda was presented for informal discussion before the mee.ting was called to order. 4. Informal Discussion of George Sanford's Proposed Acquisition of Davis Woods and Belgin Acres Areas and what was needed for final approval. George Sanford was present to discuss this matter with the Planning Commission. He wanted to assure the Commission that the problems encountered with the present owner would not be encountered with him and he wanted the Commission's input on any forseeable problems. Mr. Sanford works for Ziegler Construction of Princeton, but he will be the owner. Commissioner' Fox said there should be no problems with Belgin Acres and asked Mr. Sanford if he was aware of the requirements to approve the final plat, that he own the property, and has the developers agreement ready to be signed. Also, there could be a problem with Davis Woods, in that the otvuership has to be recorded at the court house. Mr. Adolphson stated that as of two weeks ago, it was not. Rick Foster thought that it had been recorded since then. Commi- ssioner Hinkle asked if Mr. Sanford was aware of the road easements and the deliquent 1979 taxes had to be paid. Commissioner Hinkle was also concerned about the north road as it runs along his property. Mr. Foster stated he thought the easement to the road was deeded to the City, but was not accepted. 1. Call Meeting to Order The meeting was called to order by Commissioner Fox at 7:50 p.m. 2. Minutes The minutes of the February 25, 1980 Planning Commission meeting were read and approved. 3. Agenda Three items were added: #7 David Hauan, #8 ~ack Johnson, and #9 Jack Holmes. Item #4 was taken care of before the meeting was called to order. 5. Evergreen Terrace Final Plat Approval Tom Weiss representing Dennis Halquist and Ben Roper presented the final plat to the Planning Commission. There was discussion by the staff on restricting Lots 1 and 2 to a:ec:.ess only onto Island Viev7 Drive a.nd Lot 3, a"cc"ess only onto 192nd Street (County Road #35). COMMISSIONER HINKLE MOVED TO ALLOW ONLY LOT 3 TO HAVE INGRESS AND ENGRESS ONTO 192nd STREET. COMMISSIONER LUCAS SECONDED THE MOTION. MOTION PASSED 4-0. All other changes requested were made. Mr. Adolphson asked if Mr. Roper has the developer's agreement for the Council, and Mr. Weiss said he would check into it. COMMISSIONER DRIESSEN MOVED TO APPROVE THE FINAL PLAT OF EVERGREEN TERRACE. Crossto,Vll Streets Mr. Adolphson presented a proposal for a crosstown street to help alleviate some of the traffic problems on School Street and at the intersection of Highway #169 and Main Street. This could start on the west at County Road #1 and run east along the utility easement, across Proctor Road to the southeast corner of the Salk Junior High School grounds. Then it would swing northeast through the present proposed Lion's park area to 191st Lane, then east on 191st Lane to Jackson Road (}m #201). A slight jog to the southeast would be needed to get by a house on the east side of Jackson. Then east to #169 and eventually to Tyler Street. This proposal has been discussed with David Reed, Assistant Highway Engineer from the Brainerd District Office. This ,,,auld eliminate the very dangerous 1Iy" intersection of County Road 4fl and Proctor. Mr. Reed proposed an underpass intersection at Minnesota Highway #169 and the closing of intersection at Jackson and #169. \men the proposed street extended to Tyler Street, this would relieve much of the Knollwood and eastern traffic away from the hazardous intersection at #169 and Main Street. Commissioner Driessen asked if there were any homes to consider along this road. Mr. Adolphson said this was all green or undeveloped area at this time. By shifting the Salk playing fields to the north~ enough area could be had for this crossto\vu street. Commissioner Lucas said that most of the-City's streets are north-south and there is a great need for several crossto\vu type streets for now and in the future. It is necessary and less expensive to get easements set up before development begins. In the area between the two ju~ior high schools, a walk-through underpass could be constructed so that the students would not have to cross the street. Commissioner Driessen asked where the financing would come from and Mr. Adolphson stated that it would have to be looked into and this street could become a state aid street with State Aid funds. The need is to get easements set up now, with construction at a later date. Commissioner Hinkle stated that the old to\Vllship roads were mostly north-south and there had been little or no plans for east-west movement. ~OMMISSIONER LUCAS MOVED TO RECO}frlliND TO THE CITY THAT THE EAST-~~ST CROSSTO~~ STREETS AND RIGHT OF WAYS BE LOOKED INTO. CO}lliISSIONER HINKLE SECONDED THE MOTION. MOTION PASSED 4-0. B. Storm Se'vers There was a discussion on drainage problems, at School Street and others. Any crossto\Vll streets would have to consider storm drainage. There are three major areas: 1. On the east side draining do\Vll past the west side of the nursing home to Main Street and then southeast along Highway #169. 2. In the middle from School Street through the peat area to underground conduits to the Mississippi River. 3. On the west side from Proctor Street through the Industrial Park to the Cretex Plant area to Lake Orono. These need to be studied and tentative plans made. The Commissioners were very concerned about the amount of snow runoff this spring. We were very fortunate that it did not rain during the runoff period. 7. Informal Discussion on David Hauan Property David Hauan was present to discuss the City's requirements for blacktopping of an access street to his property before he can sell a portion of it. He said he thought all he need was 33', but found out he need 66' of right of way. He stated it was going to ~ost him quite a lot. He has a possible buyer for a portion of the 40 acres he O'VllS, a storage building and land for a house. The prospective buyer has two greyhound buses and would propose to build a house next to the storage building. Mr. Adolphson said the property is presently zoned A-I, that Mr. Hauan was issued a building permit to build a storage building to store his equipment in. }farch 24, 1980 Page 3 Hhen the new zoning comes out, that area will be zoned I-I with no residential. Commissioner Fox said it should be an ideal location for industry, with the railroad and highway. Mr. Adolphson said there could be approximately 25-30 building sites. It would havetobeplatted to do this, however. Mr. Hauan asked why the street has to be 66' and Commis s ioner Fox ans'\vered tha t this is the standard rule set for everyone. 8. Discussion of Continuation of Zack Johnson's Consulting Services Commissioner Fox read a letter Zack Johnson set to the Commission stating that his contract with the City of- Elk River is soon to expire and also, if the City still desires his services. Commissioner Hinkle felt that we need this sort of technical assistance. Commissioner Fox said he had called Mr. Johnson several times with questions and greatly benefitted from his advice. Mr. Adolphson stated the City has no plans to terminate Mr. Johnson's services. COM}fISSIONER HINKLE MOVED TO RECOMMEND TO THE CITY TO CONTRACT WITH ZACK JOHNSON. COMMISSIONER TRACY SECONDED THE MOTION. MOTION PASSED 4-0. 9. Jack Holmes' Resignation Commissioner Fox stated that he had talked with Commissioner Holmes and that Commissioner Holmes said he would have to resign from the Planning Commission. He has too many con~licts and would not be able to attend the Planning Commission meetings. 10. Adjournment The meeting was adjourned at 9:15 p.m. R;ec~~ Herbert S.
