ELK RIVER PLANNING COMMISSION MEETING
HELD AT THE ELK RIVER PUBLIC LIBRARY
JANUARY 26, 1981
Members Present: Commissioners Tracy, Busch, Driessen, and Pearce
Also Present: Herbert S. Adolphson, Community Development Director
1. Meeting Called to Order
The meeting was called to order by Vice-Chairman Tracy at 7:42.
2. Election of Chairman and Vice-Chairman
Commissioner Busch nominated Vice-Chairman Tracy as Chairman. Commissioner
Driessen seconded the motion. Nominations closed. Motion carried 3-0.
Commissioner Busch nominated Commissioner Kreuser for Vice-Chairman. Commissioner
Pearce seconded the motion. Nominations closed. Motion carried 3-0.
3. Minutes
The minutes of the October 27, 1980 and November 24, 1980 meetings were approved
as circulated.
4. Agenda
Item #7 _ Discussion on number of accessory buildings allowed on one lot, was
added.
5. Sign Ordinance Clarification (Section 900.22, Subdivision 5-C)
Mr. Adolphson explained the need for clarification of Subdivision 5C and possibly
5E so that this section can properly be enforced. He said there should be a
determination between a sign naming the store and an advertising sign. Suggestions
were made that the Commissioners look at some of the signs around the City and
also look into the height of signs on top of buildings. It was decided the
Commissioners should come up with some suggestions for the next meeting.
Mr. Zack Johnson will be at this meeting.
6. Height and Location of Communication Towers, C. B., Radio, T. V., etc.
Mr. Adolphson said there should be some regulations on these types of towers beside
what the Civil Aeronatics Board puts out with regard to safety and where they should
be allowed. Suggestions were made to obtain copies of the C. A. B. regulations
and look into what other cities' ordinances are. It was agreed to look into these
items for discussion at the next meeting.
7. Accessory Buildings
Mr. Adolphson also suggested the Commissioners to take a look into the limitation
of the number of accessory buildings allowed on one lot in the urban area.
Suggestions were made to look into the commercial and industrial as well, and how
the lots were going to look. The Commissioners will look into this, and it will
be discussed at the next meeting.

8. Other Business
Commissioner Busch would like copies of the City Council meetings sent to the
Commissioners, and also would like Per Diem and Mileage. The latter will be
taken up with the City Administrator. Commissioner Driessen would like to see
copies of the City Council and Planning Commission meeting minutes open to the
public at the library. COMMISSIONER DRIESSEN MOVED TO PUT THE MINUTES OF THE
CITY COUNCIL AND PLANNING COMMISSION MEETINGS IN LOOSE LEAF BI1~ER FORM AND
RETAIN IN THE PUBLIC LIBRARY TO STIMULATE PUBLIC INTEREST. COMMISSIONER PEARCE
SECONDED THE MOTION. MOTION CARRIED 3-0.
There was discussion on placing the Conditional Use Permit time limits on a
calendar for easy reference and placing in outline form the number of times pre-
liminary and final plats have been in for reviewal, what changes made, opposition
for and against by the public, problems the staff sees, etc. Commissioner Driessen
will look into this further.
9. Adjournment
The meeting was adjourned at 9:06.
