The Parking Regulations as set forth in the Village (now City)
Zoning Ordinance were discussed relative to expansion of businesses
already in the downtown area, and in order to clarify the regulatiDns
as to the already developed areas, it was moved, seconded and carried
that the planning commission :~:e~mend the following rules and
interpretation to the village Council for their guidance:

FLOOD PLAIN
It appears that it is incumbent upon the City of Elk River to
revise ~i~sr zoning ordinance relative to the Flood Plain in order
to provide for f~ood plain insurance.
Before this can be done it will be necessary to determine the
flood plain. The Commission was informed that there is a survey
coming out in the next few months that will determin this factor which
will then become part of the change in the ordiaance.
It seems that the intent of the City of Elk River must be set forth
within 120 days from last nevember, if it is desired to be included
in the new State Program.
I~ was Moved, Seconded and Carried that the City Planning Commission
~~~~ommend to the Village Council that it adopt the Standards set forth
in the state Program now, and as soon as the Supplemental data is
available (concerning the actual flood plain) that the ordianance be
amended to comply with the standards.
Dick Fredlund will be at the January Meeting to make a report
on Annexation and other matters being studied under the new program.
TRAFFIC
The report on traffic handeling in the aity of Elk River dealt
mainly with long range plans. It was suggested that we should also
be concerned with short term remidies that would not be costly and
would help the traffic problem now. To this end it was suggested
that we get aerial photos of the highway through town and suggest
turn off or slow down lanes, widening the ~fue roadway to include
the boulevard, elimination of parking, etc. If it will be a long
time before drastic improvments are made, the question of the location
and installation~ of stop li~hts will also have to be considered.
HOUSE NUMBERS AND STREET SIGNS
Discussion leadtco the conclusion that we should change the
zoning ordinance and/or the platting regulations to include Designated
Street names and House Numbers and also street Signs. The pre-numbering
of houses to be placed on lots would be a ::he--lp- tc~ local authorities and
to the selling and handeling of the various lots.

PLANNING COMMISSION MEMBERS
Some thought was given to enlarging the planning commission and to
new members to replance retiring members. It was suggested that we
continue to think about this and make reccornmendations at the next meeting.
LIBRARY
The preliminary plot plan was presented to the paanning commission and
it was thought that the building could be moved some ten feet East to.~.-require
only at 25 foot set back and to move it sbuth to require only a 30 foot set-
back. This would better use the land, allow for additional parking, and
provmde more room between the property line and the house on the lot next west,
in case of contemplated future expansion.
