Planning Commission
July 26, 1976 at 7:30 p.m.
Members present, Commissioner5, Cliff Lundberg, Dick Gongoll, Lar~ Toth, and Rex
Oetingero
Ivioved by Commissioner Oetinger and seconded by Commissioner Toth approving the minutes
of the June 28, 1976 meeting as printed no corrections or addition. Motion unaminously
carried by a vote of 4-0.
The Commissioner reviewed the letter received from the Minnesota State Highway Dept.
regarding the turn lanes and cross over removal on Hv~. 10. The Commissioners' recorder
Chuck Savela vIas instructed to draft a letter to the High\~ay Dept. requesting a revie~-J"
of their plans prior to the letting of bids plus inquire if they have any plans proposed
for the intersection of Jackson Aveo and Hv~o 10 regarding turn lanes and grade seperation
for the Main Street and Hv~o 10 intersection.
Chip Martin ovmer of the rental shop that recently burned located on Hv~o 10 and the
railroad tracks east of Jackson ...A.ve. met 'tuth the Commissione~ regarding the remodeling
and expansion of his building. After lengthy discussion and revievl of IYIr. ~Jlartins plans
the follovdng was concluded:
Io present a complete site plan to include the building, parking spaces and dri vei;lays
II. obtain State of 1\1innesota H,~. Dept. easement
The Commission had no objection to his processing vdth his plans after he bas presented
the site plan to Mr. Oetinger and received his okay of the site plans. The easement from
the H1~IY 0 Dept 0 could be presented at a later date. This approval "'las granted because of
the time eliment as to the lateness of the construction seasono
Bob Schroeder and Larry ~lorrell met vlith the Commission regarding a~ lotovmed by i~iro
fvl0rrell 300 x 245' located beti~een the tv-fO churchs on School Street across from the High
School requesting a zoning change to erect a building for retail businesso Presently it
is zoned R-4 General Multiple. The Commission had no objections to their filing and calling
for a public hearing for a zoning change, however, based on our overall city plan prepared
by l\Tason, \~Jehrman,Knight & Chapman, Inco City Planning Consultants, it strongly advises
that spot zoning vdthin another district is poor pla~ing and many times illegal. They
were further advised that the commission is only an adivisory committee that makes
recommendations to the City Council and the Council has the final say . The Commission,
hOvlever 1 had recommended favorably to a zoning change for the area presently kno\~m as the
peat bog because it vlould take in a longer area to also include the lot they are proposing
would then constitute a district. Final conclusion resulted in Mr. Bob Schroeder decline
Q& the purchase of Mr. Morrells property.
