Municipal State Aid (MSA) System Adjustments

Introduction
As the City Council is aware, as the local street system continues to grow the amount of mileage
allowed on the City's Municipal State Aid System also increases. Generally, 20 percent of local
mileage is allowed to be designated as Municipal State Aid routes.
Discussion
In last year's annual update of local mileage, we have approximately 1.75 miles to designate on the
Municipal State Aid System. There are also a couple of small segments that need to be removed
from the system. The proposed additions to the Municipal State Aid System are extending 193rd
Avenue from Tyler Street to Twin Lakes Road (CSAH 13), extending 197th Avenue from Tyler
Street to Twin Lakes Road (CSAH 13), and adding back onto the system Irving Avenue from
Railroad Drive/3rd Street to School Street. The routes that need to be removed from the system
are King Avenue from Main Street to TH 10, since the access onto TH 10 has been closed and I
am recommending that 4th Street from Main Street to Proctor Road be removed, since it was
recently reconstructed with local funds. This mileage is needed to add the previously mentioned
three additions.
Financial Impact
Adding these streets to our Municipal State Aid System will slightly increase our annual allotment
based on a larger amount of mileage on our system.

RESOLUTION 06 -_
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION REVOKING MUNICIPAL STATE AID STREETS
WHEREAS, it appears to the City Council of the City of Elk River that the roads herein described as a
Municipal State Aid Streets under the provisions of Minnesota laws should be removed from
the City's Municipal State Aid System.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
1. That the road described as follows, to-wit:
. MSAS 103 King Avenue from Main Streetto 1H 10
. Part of MSAS 105 4th Street NW from Main Street to Proctor Avenue
be and hereby are revoked as Municipal State Aid Streets of said City, subject to the approval of the
Commissioner of Transportation of the State of Minnesota.
2. That the City Oerk is hereby authorized and directed to forward two certified copies of this
resolution to the Commissioner of Transportation for her consideration.
Passed and adopted this 1st day of May, 2006.

A RESOLUTION ESTABLISHING MUNICIPAL STATE AID STREETS
WHEREAS, it appears to the City Conncil of the City of Elk River that the roads herein described should
be designated Mnnicipal State Aid Streets nnder the provisions of Minnesota law.
NOW, THEREFORE, BE IT RESOLVED by the City Conncil of the City of Elk River, Minnesota:
1. The roads described as follows, to-wit:
. MSAS 104 193rd Avenue NW from Tyler Street to Twin Lakes Road (CSAH 13)
. MSAS 108 Irving Avenue from Railroad Drive/3rd Street to School Street
. Extension of MSAS 116 197th Avenue NW from Tyler Street to Twin Lakes Road (CSAH 13)
be, and hereby are established, located, and designated as Mnnicipal State Aid Streets of said City
subject to the approval of the Commissioner of Transportation of the State of Minnesota.
2. That the City derk is hereby authorized and directed to forward two certified copies of this
resolution to the Commissioner of Transportation for her consideration, and that upon her approval
of the designation of said roadways or portions thereof, that same be constructed, improved and
maintained as Mnnicipal State Aid Streets of the City of Elk River to be numbered and known as
MSAS 104 (193rd Avenue NW), MSAS 108 (Irving Avenue), and MSAS 116 (197m Avenue NW).
