Introduction
State statute requires the council to approve the designation of polling locations anytime there is a
change. We have outgrown the polling site of Precinct 4-B which is currently at the Elk River Senior
Center.
Discussion
With the general election of 2004, Precinct 4-B had 700 new registrations. The Elk River Senior Center
can no longer accommodate the large capacity of voters for that precinct. I spoke with Guardian Angels
Care Center staff requesting them to consider allowing us to use their congregate dining room (which
would mean not being able to offer a hot noon meal for the seniors for the one day in November) along
with the Senior Center room. Dan Dixon did not feel this could be accomplished and had concerns with
parking.
Another site I considered was the Program Facility Building located at 50 Main Street. This site has
ample parking but the room was dark, no kitchen facility for the judges, and a few other problems.
The third site that I considered is St. Andrews Church, 566 4th Street. I have been working with Tom
Kaempffer, Parish Administrator. The Church is agreeable to have their site as a polling place and has
offered the use of the gymnasium. This facility was recently remodeled, is handicapped accessible, has
ample parking, and we would have a separate room that the judges could use for their break. The Church
is located outside the boundary of Precinct 4-B but state statute allows a metropolitan area city to locate a
polling place outside the precinct if it is within 3,000 feet of the precinct boundary. This site meets that
requirement.
Financial Impact
State statute requires notification of every affected household with at least one registered voter in the
precinct a nonforwardable mailed notice stating the location of the new polling place at least 25 days
before the next election. This would be a minimal expense. The Church is allowing us use of the facility
at no charge.

204B.16 Polling places; designation.
Subdivision 1. Authority; location. The governing
body of each municipality and of each county with precincts in
unorganized territory shall designate by ordinance or resolution
a polling place for each election precinct. Polling places must
be designated and ballots must be distributed so that no one is
required to go to more than one polling place to vote in a
school district and municipal election held on the same day.
The polling place for a precinct in a city or in a school
district located in whole or in part in the metropolitan area
defined by section 200.02, subdivision 24, shall be located
within the boundaries of the precinct or within 3,000 feet of
one of those boundaries unless a single polling place is
designated for a city pursuant to section 204B.14, subdivision
2, or a school district pursuant to section 205A.ll. The
polling place for a precinct in unorganized territory may be
located outside the precinct at a place which is convenient to
the voters of the precinct. If no suitable place is available
within a town or within a school district located outside the
metropolitan area defined by section 200.02, subdivision 24,
then the polling place for a town or school district may be
located outside the town or school district within five miles of
one of the boundaries of the town or school district.

A RESOLUTION OF THE CITY OF ELK RIVER
RESOLUTION DESIGNATING POLLING PLACES FOR THE
CITY OF ELK RIVER
WHEREAS, Minnesota Statutes 204B.16 requires the city council to
designate polling places by resolution.
BE IT RESOLVED that the City Council of the City of Elk River has
established the following polling places for future elections for the City of Elk River
voters.
Precinct 1A - City Hall- 13065 Orono Parkway
Precinct IB - United Methodist Church - 1304 Main Street
Precinct 2A - River of Life Church - 21695 Elk Lake Road
Precinct 2B - Meadowvale School - 12701 Elk Lake Road
Precinct 3A - Ivan Sand School- 1232 School Street
Precinct 3B - Lion's Park Center - 1104 Lion's Park Drive
Precinct 4A - Twin Lakes Christian Assemblies of God Church - 18912 Twin
Lakes Road NW
Precinct 4B - St. Andrews Church - 566 4th Street
