SUBJECT: Density Transfer and Tree Preservation Ordinances
Approximately one month ago, City staff met with the Natural Resources Inventory- (NRI)
Task Force to renew discussions regarding three items that came out of the Natural
Resources Inventory process. These items include: 1) Wetland Buffer Ordinance (to be
reviewed by the Planning Commission and Council in May); 2) Tree Preservation Ordinance;
and 3) Density Transfer Ordinance.
Staff's proposes the following schedule to address the Density Transfer and Tree
Preservation Ordinance:
1. The City's new Planning Manager (start date - May 18th) will research these two
areas as a first assignment.
2. As part of the recent NRI discussion, there was agreement that a total re-write of the
Density Transfer and Tree Preservation Ordinances will be necessary.
3. Staff will meet with Paul Paige to develop a concept for these ordinances. Staff was
of the opinion that there was vety little economic incentive in the original Density
Transfer language.
4. Staff proposes that the Density Transfer Ordinance be presented to the City Council
in July for concept review. Prior to this meeting, staff will have additional meetings
with the NRI Task Force sometime in late June and a follow-up with the Planning
Commission to present a new concept.
If this schedule meets the Council's approval, staff will proceed as outlined above.
