MEETING OF THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY HELD AT THE ELK RIVER CITY HALL MONDAY, APRIL 9, 1990 Members Present: Commissioners Kropuenske, Tralle, Schuldt, Holmgren, Gongoll and Dwyer Members Absent: Commissioner Dobel Staff Present: Pat Klaers, City Administrator; Dick Fursman, Economic Development Coordinator; Sandy Thackeray, City Clerk; Mike Mulrooney, Economic Development Consultant 1. Call Meetin~ to Order Pursuant to due call and notice thereof, the meeting of the Elk River Economic Development Authority was called to order at 7:00 p.m. 2. Consider 4/9/90 EDA A~enda Chairman Tralle noted that Item #3 should be deleted and the following items should be added: 10.4, Commissioner Schuldt Update; 10.5, Commissioner Gongoll Update; 10.6, Commissioner Holmgren Update. COMMISSIONER SCHULDT MOVED TO APPROVE THE 4/9/90 EDA AGENDA AS AMENDED. COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 6-0. 4. CONSIDER 3/12/90 EDA Minutes COMMISSIONER HOLMGREN MOVED TO APPROVE THE MARCH 12, 1990 EDA MINUTES. COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 6-0. 5. Student Award Presentation Chairman Tralle stated that in honor of Celebrate Youth Week, which was held during the week of April 2, he has requested names from the schools of outstanding students. Chairman Tralle distributed a certificate of recognition to the following students: Jenny Harms from Handke School; Jenna Stookey from the Elk River Library; Lisa Mlinarcik from the Senior High School; Brent Moritz from the Senior High School; and Davin Hoffard from Lincoln School. 6.1 Earth Day/Recyclin~ Coordinator Gary Schmitz, City Recycling Coordinator, informed the EDA that Earth Day would be celebrated on April 22, 1990. Mr. Schmitz stated that in attempting to coordinate activities in Elk River to celebrate Earth Day he has found two sites which need to be cleaned up; one being Orono Park and the other being Lion's Park. He indicated that the surrounding 4-H groups would coordinate their efforts to clean up Orono Economic Development Authority Minutes April 9, 1990 Page 2 . Park and that the Ci ty of Elk River would coordinate the clean up of Lion's Park. Mr. Schmitz informed the EDA that the landfill has indicated that they are willing to donate the first 11/2 tons of refuse if the City will waive the sales tax. He further indicated that the clean up day will be held on April 21, 1990. 6.2 Other/RecYclin~ Coordinator Gary Schmitz stated that there is a natural gas easement correction wi thin the plat of Royal Oaks Ridge. He indicated that the easement does not exist and was vacated, however, it was never taken off the original plat. Chairman Tralle stated that it would take Council action to remove the gas easement from the plat and therefore the EDA should not consider this issue. 7. Marketin~ Pro~ram Dick Fursman, Economic Development Coordinator, informed the EDA that staff has been working with Mike Mulrooney, Economic Development Consul tant for the City, to develop a marketing outline. He stated that the budget for the marketing program in 1990 is $20,000. Mr. Fursman reviewed with the EDA various elements of the marketing program. . Newsletter ...Mr. Fursman stated that the staff is proposing an economic development newsletter to be distributed quarterly with an approximate cost of $6,000 per year. Mr. Fursman stated that the newsletter would be sent to local manufacturers as well as manufacturers in the northern part of the metropolitan area. Commissioner Gongoll stated that he felt it was important that the newsletter be distributed to local businesses. Direct Mail ...Mr. Fursman indicated that the direct mail program would be similar to the newsletter, however, this would provide more specific project or site information to each recipient. Mr. Fursman stated that the approximate cost for the direct mail program would be $4,000. Billboards .. .Mr. Fursman stated that as part of image building and to help make people aware of Elk River, billboard advertising could be used. Commissioner Gongoll suggested that airports would be a good location for billboard advertising. Mr. Fursman stated that billboard advertising in itself would not be effective but that it is part of the marketing program to be used with other venues and that all of the venues used together would be effective. Mr. Fursman stated that he would like to investigate the cost of billboard advertising prior to making any recommendations. . The EDA discussed the two entrance signs into the City of Elk River. It was indicated that at one time a third sign was proposed for the northern corridor. Commissioner Kropuenske stated that the biggest problem in the delay of the sign was finding the correct location to place the sign. Further discussion pursued regarding the placement of the third Welcome to Elk River sign. It was the consensus of the EDA Economic Development Authority Minutes April 9, 1990 Page 3 . to pursue this further and that the sign be placed somewhere on Highway 169. Public Relations Advertisin~ .. .Dick Fursman stated that staff will be looking at using public relations advertising. He stated that this would consist of free advertising through press releases and that the releases would range in topics from industry expansion, innovative technologies, special events, etc. Public Advertisin~ .. .Mr. Fursman stated that he has budgeted $6,000 for publication advertising. He indicated that to date he has advertised in the Minnesota Real Estate Journal and in the City Business Magazine. He further indicated that the City may advertise in local and national periodicals and news magazines. Mike Mulrooney submitted a letter to the Economic Development Authority reviewing the marketing plan previously discussed by the Economic Development Coordinator. Mr. Mulrooney stated that there are a lot of communi ties involved in economic development and the way in which the City uses its resources is very important. He suggested that the City establish a program that creates balance on three fronts; 1) the development of small business 2) the retention of existing industry 3) relocation of mature firms. Mr. Mulrooney stated that Dick Fursman' s program attempts to address all three of these fronts. . It was the consensus of the Economic Development Authority to proceed wi th the marketing plan as presented and discussed by the Economic Development Coordinator. 8. Mork/Americinn Pro~ress Report Dick Fursman stated that the progress of the Americinn is going ahead of schedule and that the plans are to open early in June. Mr. Fursman further stated that Mork Clinic has held their groundbreaking and have begun construction and further that they anticipate completion of the project sometime during late summer or early fall. 9. Administrative Pro~ram Discussion . Mr. Fursman addressed the sample policy statements from other cities which were included in the EDA packet and suggested that the EDA review these policy statements. He indicated that the City is considering putting together a program similar to these. Mr. Fursman stated that the City needs more specific guidelines so staff can negotiate with developers and help them with their project development without first seeking EDA approval on each step of the process. He stated that this would help eliminate some inconsistencies when dealing with potential developers. Economic Development Authority Minutes April 9, 1990 Page 4 . 10.1 Elk River Pins Sandy Thackeray, City Clerk, stated that she has been researching the purchase of metal City of Elk River pins. She stated that she would like direction from the EDA regarding the style of pins. After discussion regarding the City of Elk River pins it was the consensus of the EDA that the City Clerk order a small number of metal City of Elk River pins identical to the style of the plastic pins so that the EDA can determine whether they want to keep this style after seeing the pins. 10.2 City Float Chairman Tralle stated that at the last City Council meeting the City moved to spend $1,850 from the EDA budget for the purchase of a City of Elk River float. He stated that because the money would be coming from the EDA budget, the motion would have to come from the EDA to expend the monies. COMMISSIONER HOLMGREN MOVED TO AUTHORIZE THE EDA TO SPEND $1,850 FOR THE PURCHASE OF MATERIALS AND CONSTRUCTION OF THE ELK RIVER FLOAT. COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 6-0. . COMMISSIONER KROPUENSKE MOVED TO AUTHORIZE A CHECK OF $925 (1/2 OF THE $1,850) PAYABLE TO GRAY DISPLAY FOR THE EXPENSES OF THE FLOAT. COMMISSIONER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 6-0. 10.3 Executive Director Uodate Pat Klaers stated that Dick Fursman has received a letter from a law firm in regard to Dr. Jarmoluk and Dr. Nyberg and the relocation of their dental business. He stated that they are looking at a residential property on a commercial site located on Main Street, and that they are requesting city assistance. Executi ve Director Klaers stated that staff would like to review the request and talk to the doctors regarding this matter and then get back to the EDA with a report at the 5/12/90 EDA meeting. Pat Klaers, Executive Director, stated that there will be a groundbreaking ceremony on April 11, 1990, at 1:00 p.m. for the 51 unit apartment building to be built at School Street and Proctor Avenue. Pat Klaers stated that the City may be entering into serious negotiations with property owners of Parcel B. He indicated that Parcel B is east of Ridgewood East Park and west of the cemetery. . Pat Klaers stated that Dick Fursman is meeting with a developer on April 10, regarding Block A. He further stated that Mr. Fursman has received a call from Elmer Anderson and that Mr. Anderson indicated that he is requesting the City to pay him $300,000 for his property and further to give him the Jenne site. Mr. Klaers indicated that the City may be able to capture money through a TIF project. Mike Mulrooney, Economic Development Consultant, stated that it would be best if Mr. . . . Economic Development Authority Minutes April 9, 1990 Page 5 Anderson would tell the City up front what he wants to do as a project because that would put the City in a posi tion to determine what they have to offer Mr. Anderson. Commissioner Holmgren stated that there seems to be a communication problem regarding negotiations the City held between Morrell and the City and the Jenne property and the City. He stated that he has heard that both individuals are wondering when the City will move forward with their plans regarding the properties. It was the consensus of the EDA that a letter be sent to Mr. Morrell and to Irma Jenne restating the City's position on both of these matters. Commissioner Holmgren reminded the EDA of the Board of Review meeting to be held on Thursday at 6:00 p.m. Pat Klaers informed the EDA that the Planning Commission will hold a public hearing on Areas C & D which is in the east Highway 10 area. The Executive Director informed the EDA that the City RDF tipping fee legislation is dead and that the legislative efforts have failed this year but that they may be pursued next year. Pat Klaers informed the EDA that Larry Rohlf will be applying for a conditional use permit for a mini-storage. He further informed the EDA that the exchange of property between Larry Rohlf and the City and Gary Santwire and the City in regard to tax forfeit property will not take place. Pat Klaers informed the EDA that the Park and Recreation Commission wants a meeting on May 2, 1990 to review the park plan. He indicated that they are requesting a joint meeting with the Council. It was the consensus of the EDA that the meeting be held on April 30, instead of May 2. Pat Klaers informed the EDA that the Building and Zoning Administrator has requested that the City Administrator alert the Council regarding the application from Shiely for developing more gravel pits south of County Road #33. 10.4 Commissioner Schuldt Commissioner Schuldt stated that this would be a good time for Chairman Tralle to fill in the new EDA members on the legislative happenings in regard to the tipping fees. The City Administrator updated the EDA members on the status of the tipping fees. 10.5 Commissioner Gon~oll Commissioner Gongoll stated that he had heard that Elk River had a TIF percentage of 11%. Chairman Tralle informed Commissioner Gongoll that this was correct if the RDF plant was included. However, if the RDF plant was not included the percentage would be down to 4. . .
