MEETING OF THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY

1. Call Meetin~ to Order
Pursuant to due call and notice thereof, the meeting of the Elk River
Economic Development Authority was called to order by Chairman Tralle
at 6:35 p.m.

COMMISSIONER SCHULDT MOVED TO APPROVE THE 7/23/90 EDA AGENDA AS
PRESENTED. COMMISSIONER DWYER SECONDED THE MOTION. THE MOTION CARRIED
5-0.

Consider 7/9/90 EDA Minutes
COMMISSIONER KROPUENSKE MOVED TO APPROVE THE 7/9/90 EDA MINUTES.
COMMISSIONER GONGOLL SECONDED THE MOTION. THE MOTION CARRIED 5-0.
Commissioner Dobel arrived at this time.
4. Consider Findin~s of Fact Resolution for TIF #8
Tim Keane, City Attorney, indicated that the developers of the Dental
TIF project has requested to move ahead on the site work and are asking
consideration of an early start. The City Attorney indicated that as
soon as the existing structures satisfy the findings for the creation
of a redevelopment district, it would be permissible for them to do the
site work. Mr. Keane indicated that the Building Official has
determined that the existing structures are substantially substandard
and that this is incorporated into the findings of fact which are
presented in the resolution. He stated that consideration of approval
of TIF District #8 will take place at a public hearing on August 13.
Mr. Keane further indicated that the applicants have been notified that
they may proceed at their own peril and that they can continue work up
until building permit issuance. He stated that a building permit may
not be issued until the TIF District is approved.
COMMISSIONER KROPUENSKE MOVED TO ADOPT RESOLUTION 90-4, A RESOLUTION
APPROVING THE FINDINGS OF CONDITIONS FOR THE CREATION OF A TAX
INCREMENT FINANCING DISTRICT #8 AS A REDEVELOPMENT DISTRICT.
COMMISSIONER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 6-0.

5. Marketin~ Update
The Executive Director informed the EDA that the main advertising
campaign will be with the Minnesota Real Estate Journal and that six
future publications in the journal will have the Elk River ad
displayed. He indicated that the cost of the six ads would be
approximately $3,000.
Mr. Klaers requested permission from the EDA to put the City's ad in
the Parade of Homes magazine for the Fall Parade of Homes in Elk
River. He indicated that the cost would be $1,000.
It was the consensus of the EDA to proceed with these two programs of
the advertising campaign.
6. Other Business
The Executive Director reviewed with the EDA agenda items for the
August 13, 1990, EDA meeting. He also informed the EDA that a
financial committee meeting will be called prior to August 6, 1990.
Mike Mulrooney informed the EDA that he is in the process of collecting
information and putting together a balance sheet on the revolving loan
fund. He indicated that this would be presented at the August 13,
meeting.

Executive Director Update
No business was presented.
8. Adjournment
There being no further business, COMMISSIONER DOBEL MOVED TO ADJOURN
THE MEETING. COMMISSIONER GONGOLL SECONDED THE MOTION. THE MOTION
CARRIED 6-0.
The meeting of the Elk River Economic Development Authority adjourned at
7:00 p.m.
