MEETING OF THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY
HELD AT THE ELK RIVER CITY HALL
MONDAY. OCTOBER 2. 1989

COMMISSIONER SCHULDT MOVED TO APPROVE THE OCTOBER 2. 1989 EDA AGENDA.
COMMISSIONER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0.

Review Marketing Plan for Block "A" (Jenne Block)

Dick Fursman. Economic Development Coordinator. indicated that he and
Mike Mulrooney had developed a marketing plan for Block A. Mr. Fursman
indicated that the same set of points can be used to market the Jenne
property. He further indicated that he is requesting EDA approval prior
to submitting the marketing plan to the property owner. however. the
property owners are in unanimous agreement that the project merits every
consideration. Mayor Tralle questioned what involvement the City has
versus the property owners. Dick Fursman indicated that the block group
has no real leader and the City is seen as a facilitator to organize the
project. He further indicated that in selecting the developer. both the
EDA and the property owners would be involved.
Mayor Tralle questioned whether the ambitious time frame could be met.
Dick Fursman indicated that they would do their best to meet the time
frame in order to move the project along.
Mike Mulrooney stated that part of the reason for the ambitious time
frame is to make a determination as to whether the Jenne property
should be marketed by itself or if the entire block should be considered.
Mr. Mulrooney stated that he will have direct contact with major
developers in the area regarding the project. He indicated that the
developers will be drawn to this project because of the uniqueness of the
project. The project has one of the few sites left to develop along the
Mississippi River. and the property owners are interested in remaining on
the site in the new project.

Commissioner Holmgren questioned whether it was appropriate to include
TIF into the marketing plan. He stated that if TIF is included in the
marketing plan then developers will expect to receive Tax Increment
Financing from the City. Mike Mulrooney indicated that the project will
qualify for a redevelopment district and TIF could be used.

Commissioner Holmgren questioned where the responsibility would lie for
the misplaced business owners during the reconstruction of the block.
Dick Fursman stated that the entire block would not be demolished at one
time and therefore business owners could move from one place to another
while construction was going on and also the Cinema Building would remain
intact so none of the offices would be displaced. Commissioner Holmgren
questioned what this project would cost the City. Commissioner
Kropuenske questioned whether the property owners would be willing to
reimburse the City for some of the up front fees involved. Mike
Mulrooney stated costs directly related to the project could possibly be
reimbursed to the City by the property owners. The City Administrator
indicated that he does not see much of a chance of the City receiving any
money from the property owners. Dick Fursman indicated that he did not
feel that there would be a large amount of money involved in the
marketing phase.
COMMI SSIONER KROPUENSKE MOVED TO ACCEPT THE CONCEPT OF THE MARKETING PLAN
FOR BLOCK "An PRESENTED BY THE ECONOMIC DEVELOPMENT COORDINATOR, DICK
FURSMAN. WITH THE UNDERSTANDING THAT THESE TIME FRAMES ARE ESTIMATED.
COMMISSIONER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0.
4.
Mork Update
Economic Development Coordinator, Dick Fursman, indicated that the City
has advertised for bids for the demolition or removal of the three homes
located on the Mork site. He indicated that bids will close on Tuesday,
October 3. at 4:00 p.m. Mr. Fursman stated that the City's involvement
in the removal of the buildings on the Mork site is mainly coordination.

There being no further business, COMMISSIONER HOLMGREN MOVED TO ADJOURN
THE ECONOMIC DEVELOPMENT AUTHORITY MEETING. COMMISSIONER SCHULDT
SECONDED THE MOTION. THE MOTION CARRIED 4-0.
The meeting of the Elk River Economic Development Authority adjourned at 7:45
p.m.
