10-08-1990 EDA MIN e e e MEETING OF THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY HELD AT THE ELK RIVER CITY HALL MONDAY, OCTOBER 8, 1990 Members Present: Chairman Tralle, Commissioners Schuldt, Dobel, Kropuenske, Gongoll and Holmgren Members Absent: Commissioner Dwyer Staff Present: Pat Klaers, City Administrator, Lori Johnson, Finance Director, Mike Mulrooney, Economic Development Consultant, Sandy Thackeray, City Clerk 1. Call meetin~ to order Pursuant to due call and notice thereof, the meeting of the Economic Development Authority was called to order by Chairman Tralle at 7: 05 p.m. 2. Consider 10/8/90 EDA A~enda Item #5 was deleted from the agenda and Item 11.5 - EDA Reorganization was added to the agenda COMMISSIONER KROPUENSKE MOVED TO ADOPT THE 10/8/90 EDA AGENDA AS AMENDED. COMMISSIONER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 5-0. 3. Consider 9/10/90 EDA Minutes It was noted that Mr. Tschida's name was incorrectly spelled in the minutes. COMMISSIONER HOLMGREN MOVED TO APPROVE THE 9/10/90 EDA MINUTES AS AMENDED. COMMISSIONER GONGOLL SECONDED THE MOTION. THE MOTION CARRIED 5-0. 4. Open Mike There was no one present for this item. 5. Roma Tool CitY/State Loan Discussion This item was withdrawn from the agenda. 7. Jenne Site-Status Report The City Administrator stated that The City's Environmental Consultant, John Lichter, has submitted a report on the findings of the Jenne Site contamination to the PCA. He informed the EDA that the PCA is expected to respond to the report prior to the November EDA meeting and that Mr. e e e Economic Development Authority Minutes October 8, 1990 Page 2 Lichter will make a presentation to the EDA at the November meeting regarding this issue. Commissioner Schuldt arrived at this time - (7:10 p.m.). 8. Revolvin~ Loan Fund Quarterly Reoort Finance Director Lori Johnson presented the quarterly statement of the Revo 1 v ing Loan Fund. She noted that the September 31, 1990, cash balance in the Revolving Loan Fund is $101,829.13. 9. Le~islative Uodate Economic Development Consultant Mike Mulrooney presented the EDA with information regarding recent program and law changes that affect economic development. The two topics discussed were "Tax Increment" and "Prevailing Wage". Discussion was held by the EDA regarding methods to recapitalize the Revolving Loan Fund. Mr. Mulrooney stated that there are several ways in which to refund the Loan Fund. He stated that some of the methods the EDA may wish to consider are excess TIF funds, grants, or locally raised funds. 6. Economic Develooment Coordinator Interview Chairman Tralle introduced Bill Rubin to the EDA members and staff. Chairman Tralle indicated that Mr. Rubin was interviewed for the Economic Development Coordinator position and was the chosen as the top candidate by the interview board. He indicated that Mr. Rubin was present tonight so that EDA members could meet him and ask any questions that they may have. Mr. Rubin presented samples of marketing projects that he had been involved in at his last place of employment. He also presented a video which he was responsible for producing which marketed the City of Coon Rapids. The EDA reviewed the material presented and viewed the video. The EDA and Staff interviewed Mr. Rubin and discussed his econo'mic development background along with the current and future economic development efforts in Elk River. The EDA recessed at 8:20 p.m. and reconvened at 8:25 p.m. COMMISSIONER KROPUENSKE MOVED TO AUTHORIZE THE CITY ADMINISTRATOR TO ENTER INTO NEGOTIATIONS WITH WILLIAM RUBIN FOR SALARY AND STARTING DATE AND TO RECOMMEND TO THE CITY COUNCIL TO HIRE WILLIAM RUBIN AS ECONOMIC DEVELOPMENT COORDINATOR FOR THE CITY OF ELK RIVER. COMMISSIONER GONGOLL SECONDED THE MOTION. THE MOTION CARRIED 6-0. Economic Development Authority Minutes October 8, 1990 Page 3 e 10 Prospect Status Report Mr. Mulrooney reviewed the prospect status report with the EDA. He reviewed the 6 prospects which are listed in the memo to the Economic Development Authority from Michael Mulrooney dated October 5, 1990. 11. Executive Director and Economic Development consultant Updates The City Administrator informed the EDA that the Chamber luncheon was scheduled for October 16, 1990. Mike Mulrooney discussed a couple other prospects that he has been in contact with that were not listed in his memo to the EDA. 11.5.EDA Reor~anization e Chairman Tralle requested the EDA to consider a reorganization of the EDA. He stated that he would like to eventually reduce the council representation to 3 and increase the noncouncil representation to 4 members on the EDA. He suggested that this be done gradually by appointing one additional noncouncil representative in 1991 and have one of the council representatives drop from the EDA and become a Utilities Commission Member. He suggested that Councilmember Holmgren be appointed to the Utilities Commission. Chairman Tralle stated that he felt this would spread out the work burden on the Council and bring in more economic development expertise to the EDA. Chairman Tralle also suggested that a noncouncil member chair the meetings. He stated that with a majority of the EDA members being Councilmembers, and with a Councilmember chairing the meeting, issues sometimes become confusing as to whether they are Councilor EDA related. Commissioner Kropuenske indicated his support of the proposal. Mike Mulrooney suggested that the EDA seek legal advice as to whether or not a noncouncil member can chair the EDA. Commissioner Gongoll indicated that he was supportive of the suggestion. He concurred with Chairman Tralle regarding the confusion between EDA and Council issues. Commissioner Dobel stated that he would like to see more noncouncil representation but would not like the majority of the EDA to consist of noncouncil members. Commissioner Holmgren stated that he would like more time to think about the proposal. He felt that the EDA should wait until the new Economic Development Coordinator is hired so that they have a chance to become comfortable with that person. e Commissioner Schuldt suggested that no decision be made until the new Council representative from Ward 1 is elected. He felt it would be in the Council's best interest to allow the new Council representative to state his views regarding the proposal. e e e Economic Development Authority Minutes October 8, 1990 Page 4 11.6 ~~ecial Meetin~ Called COMMISSIONER HOLMGREN MOVED TO CALL A SPECIAL MEETING OF THE EDA ON OCTOBER 15, 1990, AT 6:00 P.M. AT THE ELK RIVER PUBLIC LIBRARY FOR THE PURPOSE OF DISCUSSING ROMA TOOL. COMMISSIONER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 6-0. 13. Ad,iguwment There being no further business, COMMISSIONER HOLMGREN MOVED TO ADJOURN THE MEETING OF THE EDA. COMMISSIONER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 6-0.
