MEETING OF THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY HELD AT THE ELK RIVER CITY HALL MONDAY, DECEMBER 9, 1991 Members Present: President Gongoll, Commissioners Schuldt, Holmgren, Dietz, Tralle, Kropuenske and Dwyer(7:05 p.m.) Members Absent: None Staff Present: Pat Klaers, Executive Director; Bill Rubin, Economic Development Coordinator; Lori Johnson, Finance Director; Sandra Thackeray, City Clerk 1. Call Meetin~ To Order Pursuant to due call and notice thereof, the meeting of the Economic Development Authority was called to order by President Gongoll at 7:00 p.m. 2. Consider 12/9/91 Economic Development Authoritv A~enda COMMISSIONER SCHULDT MOVED TO APPROVE COMMISSIONER HOLMGREN SECONDED THE MOTION. THE 12/9/91 EDA AGENDA. THE MOTION CARRIED 6-0. 3. Consider 10/17/91 Economic Development Minutes COMMISSIONER TRALLE MOVED TO APPROVE COMMISSIONER HOLMGREN SECONDED THE MOTION. THE 10/17/91 EDA MINUTES. THE MOTION CARRIED 6-0. 4. Open Mike Eleanor Todahl was present and requested to speak to Mayor Tralle. President Gongoll stated that although this is an EDA meeting and not the appropriate body to speak to the Council, he would allow Eleanor to speak regarding the Westwood Subdivision utility project for a short period. COMMISSIONER KROPUENSKE MOVED THAT THE WESTWOOD DISCUSSION BE HELD TO A FIVE MINUTE LIMIT. COMMISSIONER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 6-0. Commissioner Dwyer arrived at this time (7:05 p.m.). Eleanor Todahl spoke to Mayor Tralle regarding a comment he had made at the December 2, 1991 City Council meeting while discussing the Westwood Subdivision utility project. Mrs. Todahl requested the minut.es from the December 2, 1991 meeting reflect t.hat the Mayor's comments were not in reference to her. 5. Financial Update Economic Development Authority Minutes December 9, 1991 Page 2 . Finance Director, Lori Johnson, reviewed expenses incurred by the EDA through December 5, 1991. She indicated that the total expenses incurred amount to $26,397.65 and that the EDA has a current cash balance of approximately $36,700. COMMISSIONER HOLMGREN MOVED TO APPROVE PAYABLE TO THE CITY OF ELK RIVER IN COMMISSIONER DIETZ SECONDED THE MOTION. Approve Chan~es to Marketin~ Brochure Insert and Authorize Printin~ Bill Rubin indicated that he has prepared a draft revised insert regarding Elk River industrial sites for the community marketing brochure. He indicated that he is requesting 2,500 of these inserts to be printed. The EDA reviewed the insert. President Gongoll stated that he felt the City of Elk River brochure is meant to be more generic than specific and indicated that he did not want to be adding more pages to the brochure as new industrial sites and businesses located in Elk River. Commissioner Kropuenske commented that there are several other areas within the City that are zoned industrial and felt that this should be mentioned in the insert. . COMMISSIONER KROPUENSKE MOVED TO APPROVE THE INSERT'S DESIGN WITH THE ADDITION OF A LINE MENTIONING OTHER AREAS WITHIN THE CITY WHICH ARE ZONED INDUSTRIAL AND TO AUTHORIZE ITS PRINTING AND TO PAY CEP ART & DESIGN 1/3 OF THE PRICE, APPROXIMATELY $700. COMMISSIONER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 6-0. Commissioner Tralle was not present for this item. 7. Accept Deed Conveyin~ Industrial Park Lots to EDA Bill Rubin indicated that the Elk River City Council authorized the execution of a Purchase Agreement with the Associated Investors to purchase the Elk River Industrial Park. He indicated that following the acquisition of the property, the City will convey the title to the EDA and stated that it is necessary to approve the deed which conveys title from the City to the EDA. Bill Rubin indicated that the Elk River Investors have an unplatted parcel, 15 acres in size, which is primarily a drainage area. He further indicated that the Elk River Investors are requesting to add this parcel of property to the Purchase Agreement with no additional cost. Bill Rubin indicated that it is the City's intention to retain this parcel of property for drainage purposes rather than convey title to the EDA. . COMMISSIONER KROPUENSKE MOVED TO ACCEPT THE DEED CONVEYING TITLE FROM THE CITY OF ELK RIVER TO THE ECONOMIC DEVELOPMENT AUTHORITY FOR THE CITY OF ELK RIVER. COMMISSIONER DWYER SECONDED THE MOTION. THE MOTION CARRIED 6-0. Commissioner Tralle was not present for this item. Economic Development Authority Minutes December 9, 1991 Page 3 . 8. Discuss 1992 Economic Development Work Pro~ram Bill Rubin, Economic Development Coordinator, reviewed the proposed 1992 work program consisting of marketing, advertising, economic development newsletter, Star City activities, downtown redevelopment, industrial park, Industrial Council and 1992 legislative issues. Commissioner Kropuenske indicated that he had been approached by some downtown business people regarding the status of the old hardware site (the EDA Main Street site). He indicated that retail business has dropped off since the fire and since the convenience store has moved from the downtown area. Commissioner Kropuenske indicated that he suggested that the downtown retailers form a committee bring requests to the EDA. COMMISSIONER TRALLE MOVED TO ADOPT THE 1992 WORK PROGRAM AS PRESENTED. COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 7-0. 10. Expiration of Commissioner Dwyer's Term of Office Bill Rubin stated that Commissioner Dwyer's term will expire on December 31, 1991 and that he has expressed interest in seeking reappointment. His reappointment will take place at the December 16, 1991 City Council meeting. . 9. City EDA Presentation at the 1/21/92 Chamber Meetin~ Bill Rubin informed the EDA that the Chamber of Commerce will be holding the State of the City meeting in January and has requested the EDA and City Council to make presentations at the meeting. The EDA discussed topics which could be presented at the meeting. Commissioner Tralle stated that he would make a presentation regarding an overv iew of where the City is going. Commissioner Dwyer indicated he would make a presentation regarding the City brochure, newsletter and marketing items. President Gongoll indicated he would speak about the Central Business District and the Industrial Park. Other topics discussed were the City Hall purchase and what the City has been doing and why. . 12. Prospect Report Bill Rubin reviewed the Prospect Report which was submitted under separate cover.
