SPECIAL MEETING OF THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY
HELD AT THE ELK RIVER CITY HALL
MONDAY, OCTOBER 25, 1993

1. Call Meeting To Order
Pursuant to due call and notice thereof, the special meeting of the Elk
River City Council was called to order at 5:45 p.m. by President
Gongoll.
2. Consider a Request by Chris Bulow/Bruce Company for an Exclusive
Option on the EDA Main Street Redevelopment Site

President Gongoll stated that the EDA is meeting in special session to
discuss the City Council action taken on October 18, in regard to the
Kjellberg request for Tax Increment Financing. President Gongo1l
stated that Council action on October 18th to delay the TIF hearing may
jeopardize the project. He stated that the Kjellberg TIF request is
valid and should move forward in a timely manner.
Commissioner Duitsman stated that he requested that the TIF hearing be
postponed until he is back from vacation in December. He further
indicated that this is the only action the City Council took on October
18, regarding the Kjellberg project. He further indicated that he has
no problems with authorizing an exclusive option, but would insist on
holding the right to make his decision when it is time to vote for the
Tax Increment Financing. He further stated that for the long term
viability of the downtown area, the business needs to turn around and
face the river.
Commissioner Dwyer indicated that he understands the need for Chris
Bulow to have an exclusive option on the site at this time as the
development company will be expending funds.
COMMISSIONER HOLMGREN MOVED TO GRANT AN EXCLUSIVE OPTION OF 120 DAYS ON
THE EDA MAIN STREET REDEVELOPMENT SITE TO THE BRUCE COMPANY PROVIDED.
COMMISSIONER DWYER SECONDED THE MOTION. THE MOTION CARRIED 6-1.
Commissioner Farber opposed.
3.
Refund of TIF Application Fees

Bill Rubin stated that the current application fee for TIF is ten
percent of the tax increment requested, up to a maximum fee of $5,000.
He stated that given the circumstances surrounding the request for TIF
District No. 12, he felt it appropriate to look at each application on

a case by case basis to recommend that the application fee be refunded
if the TIF request is denied.
COMMISSIONER DUITSMAN MOVED TO REFUND THE TAX INCREMENT FINANCING
APPLICATION FEE, LESS EXPENSES, ON THE TIF NO. 12 IN THE EVENT THE
REQUEST IS DENIED. COMMISSIONER HOLMGREN SECONDED THE MOTION. THE
MOTION CARRIED 7-0.
4. Adjournment
There being no further business, COMMISSIONER HOLMGREN MOVED TO ADJOURN
THE MEETING. COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION
CARRIED 7-0.
The meeting of the Elk River Economic Development Authority adjourned at
6:02 p.m.
