SPECIAL MEETING OF THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY
HELD AT THE ELK RIVER CITY HALL
MONDAY, JULY 26, 1993

1. Call Meeting To Order
Pursuant to due call and notice thereof, the special meeting of the
Economic Development Authority was called to order at 7:35 p.m. by
President Gongoll.
2. Consider 7/26/93 EDA Agenda
Item S.a, "Presentation to an Industrial Prospect" was added to the
agenda.
COMMISSIONER DWYER MOVED TO APPROVE THE 7/26/93 EDA AGENDA AS AMENDED.
COMMISSIONER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 6-0.

Discussion on Elk River Video Presentation
Bill Rubin stated that the purpose of this special meeting was to
discuss the goals and uses of an Elk River EDA video presentation. He
stated that he has grouped the uses of a video presentation into four
broad categories which include recruitment, initial overview,
supplemental information, and general marketing. President Gongoll
suggested that the presentation include the City's lakes and rivers and
also businesses which have located in Elk River and expanded. He
further suggested including a mix of the residential homes in Elk River.

The Executive Director stated that the EDA should consider retaining
the EDA's potential vendor for this project, Diversified Marketing
Resource, Inc., on an ongoing basis so as to include events such as the
Community Festival, Fourth of July, etc., in the City's video.

It was the consensus of the EDA to bring this issue back to the August
EDA meeting with cost references so that the EDA can determine if the
price quoted by Diversified Marketing Resource is a competitive price.
The EDA indicated that it would enter into a contract with Diversified
Marketing Resources at that time if it is determined that the cost is
satisfactory.

Consider Action on Certified Development Company for Sherburne County
Bill Rubin requested that the EDA consider rescinding Resolution 93-2
which requests that the Coon Rapids Development Company extend its
service territory to include the corporate limits of Elk River,
Minnesota. He stated that at a previous EDA meeting, the EDA was
advised that the Coon Rapids Development Company had significantly
changed its expansion proposal which necessitated the exploration of
other multi-county certified development companies to ascertain a
willingness to expand into Sherburne county. He indicated that such a
development company had been identified. It is called Twin
Cities-Metro Certified Development Company (TC-M CDC). He stated that
TC~M CDC gave a presentation to representatives from Wright and
Sherburne Counties and that this group collectively decided that it was
in the best interest of both counties to request TC-M CDC to expand its
service territory to include Wright and Sherburne Counties.
COMMISSIONER DUITSMAN MOVED TO RESCIND RESOLUTION 93-2, A RESOLUTION
REQUESTING THAT THE COON RAPIDS DEVELOPMENT COMPANY EXTEND ITS SERVICE
TERRITORY TO INCLUDE THE CORPORATE LIMITS OF ELK RIVER, MINNESOTA.
COMMISSIONER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 6-0.
COMMISSIONER DIETZ MOVED TO ADOPT RESOLUTION 93-3, A RESOLUTION
REQUESTING THAT THE TWIN CITIES-METRO CERTIFIED DEVELOPMENT COMPANY
EXTEND ITS SERVICE TERRITORY TO INCLUDE THE CORPORATE LIMITS OF ELK
RIVER, MINNESOTA. COMMISSIONER DUITSMAN SECONDED THE MOTION. THE
MOTION CARRIED 6-0.
5.a Presentation and Proposal to an Industrial Prospect
Bill Rubin stated that there is an industrial company interested in
expanding its operation in the Elk River area. The company has
requested that civic leaders make a formal presentation to the Board of
Directors. It was the consensus of the EDA that Commissioner Dwyer
would attend along with the City Engineer, the Economic Development
Coordinator, and possibly, Brian Moran (representing Elk River's
industrial sector) and Jim Simpson (representing financial institutions
and the Utility Commission).
6. Adjournment
There being no further business, COMMISSIONER DIETZ MOVED TO ADJOURN.
COMMISSIONER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 6-0.
