MEETING OF THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY

1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River
Economic Development Authority was called to order at 7:03 p.m. by
President Gongoll.
2. Consider 1/10/94 EDA Agenda
Bill Rubin requested that the following items be added to the EDA

3. Consider 12/13/93 EDA Minutes
Bill Rubin requested that the following corrections be made to the
12/13/93 EDA Minutes:
1. Page 1 - Heading should be corrected to reflect that the meeting
was held at Salk Junior High
2. Page 3 - The last paragraph in #9 should indicate that January 3,
1994, is a City Council meeting.

4. Open Mike - Presentation by Don spotts
Don spotts discussed how a community east of Seattle revived its
Central Business District by using a German theme. Allor the store
fronts reflected this theme as did the costumes worn by all employees.
He indicated that people from allover the United States now visit this
small town.

Mr. spotts suggested that Elk River consider using such a theme to
revive the downtown. He suggested the 1870's era to reflect the Oliver
Kelley theme. After further discussion, Chairman Gongoll thanked Don
spotts for this information and suggested that Mr. spotts contact the
Chamber Members and the Downtown Development Corporation to discuss
this idea with them.
5. Financial Update
Bill Rubin explained that the Economic Development Authority ended 1993
with a cash balance of approximately $69,750 which is an increase of
$7,900 from the 1993 beginning cash balance. Bill Rubin reviewed the
1993 EDA statement of Cash Activity and the status of the Micro Loan
Fund. The cash balance or this fund as of December 31, 1993, is
$118,541.30.

Commissioner Dwyer questioned item 9a. in the enabling resolution
regarding the naming of a national or state bank as a depository. It
was the consensus to have the City Attorney review this issue and
determine whether the Enabling Resolution must be amended.

6.f. Discuss Enabling Resolution and Bylaws
No action was taken at this time.
7. Update/Status Report on EDA Main Street Redevelopment Project
Bill Rubin informed the EDA that on December 13, the City Council voted
to deny the TIF request but agreed to revisit the issue at a later
date. He indicated that this issue was scheduled to be on tonight's
agenda, but because the Chamber is meeting to discuss this on January
11, the developer requested that the issue be postponed. Bill Rubin
indicated that this issue would be discussed by the Council on January
31.
8. Update/Status Report on the Business Park Task Force
Bill Rubin updated the EDA on AEC's participation in Elk River's
pursuit of REA funds for infrastructure improvements associated with
the business park. He indicated that Anoka Electric -has agreed to
assist the EDA in the grant request.
Bill Rubin informed the EDA that the City Planner is in receipt of a
request to amend the comprehensive land use plan. The amendment would
affect the light industrial designation of a portion of the property on
the western end of the City. This would also affect the area
designated as a future business park.

Commissioner Dwyer expressed the Business Park Task Force's concern
about changing the land use for this area. He indicated that the Task
Force first studied the comprehensive plan when determining a location
for a business park. The area on the western end on the city along
Highway 10 is designated light industrial and future planning for the
area was designated as a business park. He indicated that the City
should not change this plan.
President Gongoll commended the Task Force for its efforts. He
indicated that the City must weigh the results of having a commercial
development on site within a year, against holding out for a business
park which may not be completed ror some time in the ruture. He
indicated that he is not sure that he is in full support of the 45 acre
commercial development in that location, but reels a compromise can be
reached.
Bill Rubin questioned how the 45 acre business park inventory would be
replaced ir it is lost to commercial development. Bill Rubin also
reminded the Commissioners why the Task Force chose the property on
Highway 10 ror the business park location. He indicated that most
industrial prospects are looking for property with good exposure, good
visibility and good access onto a major highway.
No formal action was taken on this issue.
9.
Consider Task Force Initiatives on Permitting
Processes
and
Plan
Review
Bill Rubin updated the EDA commissioners on the progress of the
Permitting and Plan Review Task Force. He indicated that not much
progress has been made at this time, but it is expected that the Task
Force will begin meeting early in 1994.
10. Review Preliminary Findings on the Estimated Jobs in Elk River
Bill Rubin informed the EDA that he has gathered some information which
estimates the number of jobs i~ Elk River. He reviewed the statistics
which were discussed by the Commissioners. Bill Rubin explained that
he often receives requests ror this type of information. The EDA
commended Bill Rubin for his efforts in this project.
11. Consider Revisions to the 1994 Community Profile
Bill Rubin explained that the Community Profile is

The Commissioners commended Bill Rubin and the Chamber of Commerce for
its efforts in drafting a more individualized community Profile for Elk
River.
12. Prospect Status Report
Bill Rubin discussed the prospect status report which was sent under
separate cover.

Video Update
Bill Rubin updated the EDA on the progress of the City Video.
He indicated that it should be in final form within two to
three weeks.
13.B.
Update on Certified Development Company
Bill Rubin stated he had requested that the Small Business
Administration allow Twin Cities-Metro Certified Development
Company to expand its service territory to include the City
limits of Elk River. This request was denied and Bill Rubin
suggested that the basis for this denial was due to the SBA's
prescribed procedures not being followed. The SBA letter
further indicated that Minnesota Business Finance, Inc., is the
only development company operating in Sherburne County. The
concerns with Minnesota Business Finance is its lack of loan
packaging abilities and its lack of direct contact with banks
and business applicants.
